OSGODBY PARISH COUNCIL

Minutes of the meeting held in Osgodby Village Hall, 13th September 2021 at 7.30pm

Present: Cllr M Bodman, Cllr J Smith, Cllr A Wilkinson, Cllr M Heavens, Cllr S Masterman, Ms S Harvey (Parish Clerk), Cllr S Bunney

9 members of the public in attendance.

 

  1. Apologies for Absence

Cllr V Mason – isolating due to surgery.

 

Public forum

Cllr Bodman advised those present that the Councillors would not tolerate any disrespectful behaviour by members of the public, as was shown at the previous meeting and that the time for the forum permitted would be restricted to 15 minutes, as outlined in the Agenda.

 

Osgodby Plantation – 1 member of the public asked about the impact of work going on in the wood and how this would impact on the facility for the village, as the Millennium woods.  It is understood that the trees are being ‘thinned out’. There are a lot of orange marks on the trees, which indicated that they are earmarked to be removed. Cllr Bodman has contacted the Forestry commission to see if he can find out any information. Cllr Bunney advised the meeting of the commercial aspects of tree cutting in other woods in the area and identified where the main office for this area is. Wally Grice is the contact and may be able to help.  Action: Cllr Bodman to look into this further.

 

Major problem on the sides of the road on Top Road.  Large vehicles have been hitting the deep dyke on the road and coming off the road. Cllr Bunney advised that this can be reported on FixMyStreet. Action:  Cllr Masterman to contact Greame Butler at Highways.

 

Village Green – 1 member of the public asked whether all councillors were in agreement to back the changes to the village green.  Cllr Bodman responded that, as a council, through the village questionnaires, parishioners would have a chance to be involved in changes to the village green.  Cllr Heavens also discussed that no decisions had yet been made as to how the village green would be developed, and that this would be through a community competition.  1 parishioner discussed that Cllr Smith had previously suggested that children could be allowed to play on the village green, but that this would be unsafe.  Cllr Smith informed the meeting that this had never stated, but that it had been suggested that Pegasus Childcare Centre and the school would be involved. A Parishioner questioned whether there were plans to do away with the turning circle as it was felt that villagers used this on a regular basis.  Cllr Bodman stated that he had not seen this being used.  Cllr Heavens made it clear that there had been no decision to remove the turning circle.  Cllr Bodman advised the meeting that the decisions would be made on the views of the villagers and the majority vote.

 

 

  1. Chairman’s and Councillor’s remarks

Cllr Bunney reported that he has been chasing the issues with school parking.  He hopes that these issues would now be moved into a plan of works, which also includes other issues such as pot holes/roads.  School parking – the school appreciate the concerns regarding parking. Cllr Bunney also discussed issues with people turning in the road.  Cllr Bunney also advised that the Police were having an open event at 2pm on 19th October 2021, for people to have a view on local policing.  Flooding and roads as well as Washdyke lane and Kirkby are also included.

 

Gigabit scheme – Cllr Heavens reported that the information has been forwarded to BT and they are looking at the contribution costs to parishioners.  Once this happens, we will be appointed an Engagement Scheme Officer.  Cllr Heavens will include information in the Pump. Cllr Heavens has also been in touch with other parishes, and will sit on a working group.  The other issue is that 2 of the properties identified are not in our catchment area. However, it was good to know that parishioners in Usselby are part of our catchment area. Cllr Bunney reported that some parishes had experienced a shortfall but were able to collaborate. Cllr Bunney also advised that Steve Brookes, who is on the County Council, will also be able to support.

 

Cllr Smith has made some phone calls regarding the extension to the burial site, but has had no response.

1 parishioner had been in touch with Cllr Smith to discuss the positioning of the speed signs.  Action:   Parish clerk email advising of where the signs are being located.  Cllr Smith had also met with a contractor for the railings and gates and had circulated a quotation offering differing options for prices. It was agreed that this would be carried forward to the next meeting.

None received.

 

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Cllr Masterman had sadly cancelled the Pantomime, although more people have shown an interest following a Facebook campaign. Action: Cllr Masterman to provide an update at the next meeting.

 

  1. Minutes of the last meeting on 13th September 2021 and matters arising

Wreath ordered £17.00. Delivery date to be advised.

Cycle pods have arrived – concerns that the base is not big enough and will need to be re-done. Action: Cllr Wilkinson to review.

Bridleways – The Chase – unsafe following tree clearance, but no evidence of slurry. Parish Clerk has reported to Matt Sharpe – Countryside access and provided an update.  The issues has been raised as a Priority to flail the area down to ground level and remove other wood that may pose a problem. The farmer has also been asked to roll the bridleway to solidify the ground.  This should take place in the next 25 days.  Following the completion of the works, Matt will re-inspect and decide on any future works.

Bridleway – Kingerby – Matt Sharpe has also written to the farmers at each side of the bridge, letting them know of the proposal to replace the structure with a new plastic bridleway bridge at accost of approximately £25,000, unless they want to assert they have private vehicular rights in which case the Council be looking for a contribution to fund the upgrade to whatever vehicular bridge is required. Assuming they raise no arguments against the proposed works then a bid will be put in for capital funding for that. Assuming successful, there is currently capacity within Technical Services Partnership to let and supervise a supply and build contract in the program for 2022/3.

 

  1. Correspondence

Notice for 50mph speed restriction – initial information received was incorrect and has now been amended by Highways. New notices will be posted.

 

Reponses sent to letter received from R Winters, regarding access across the village green.

Application for headstone and inscription for the late Queenie Codd has been approved.

Pleased to receive an outline application from a parishioner, interested in being on the Council.

Purchase Order 80360463 21st September 2021 received.  Invoice raised in respect of urban safety cutting for 2021/22 Total £510.87

An invitation has been received to meet the Chief Executive Officer of West Lindsey District Council, Mr Ian Knowles, will be joining the three ward members, Cllr S Bunney, Cllr Mrs C McCartney and Cllr J McNeill, on a visit to Market Rasen ward on Wednesday 6th October 2021. Cllr Heavens attended the meeting, and said that this was a ‘get to know you meeting’, to talk about WLDC in general.  Cllr Heavens had the opportunity to discuss issues in the village. Cllr Bunney also reported that he had discussed fly tipping issues and heavy vehicles using the rural roads. Discussions were further held as to signage for the roads and whether this was appropriate, or that heavy vehicles use a different route.

A parishioner had reserved a plot in the cemetery (Plot H4)

New batteries and pads had been received for the Defibrillator at the Village hall.  These have been fitted and The Circuit updated.  

Anglian water – notification received of work on Washdyke Lane 06.10.21 – 14.10.21.

  1. Village Green project

Awaiting correspondence from Mr Browns solicitor, to then move this forward.

 

  1. Facebook policy

To be circulated and signed. Parish Clerk and Cllr Heavens to work together to set the Facebook page up as it needs to be set up through the Osgodby email address.  Everyone agreed to accept the draft policy.

 

  1. Platinum Jubilee celebrations

The first meeting of the subcommittee to be held at the village hall on 18th October 2021, 7.30pm.

 

  1. Review of Village Questionnaires and action plan

Cllr Heavens updated actions regarding the following issues:

Dog waste bins – Parish Clerk reported that enquiries had been made with Simon Smoothy, Street Cleaning Team. Action: Parish Clerk to follow up.

Highways – with Joe Phillips at Highways, Action: Parish Clerk to follow up.

Litter picks to be increased to 3 per year with the village hall committee.  Cllr Masterman reported that the village hall committee had agreed to 3 per year.

Dog waste, Action: Parish Clerk to look at National campaigns.

Pathway down Low Road to A46. Action: Cllr Wilkinson reported that he may have some information regarding this and that this would be carried forward to the next meeting.

Bus stop at Usselby – This has been logged on FixMyStreet.

Exchange and request page in the pump – Cllr Heavens will include this in the Parish Pump again I the hope that interest will increase.

Wildlife area locally – Enquiries regarding the wooded area on playing field have been passed on to the Village Hall Committee. A Wildlife area already exists on the road from North Gulham to North Owersby.

Damage to kerbs – reported to highways as necessary, through FixMyStreet.

 

  1. Speed restriction signs and speed warning devices in the village

Repeater signs have been put up around the villages, with some further signage to be put up in Osgodby. Posts are also to be erected for the speed warning devices.

 

  1. Update in respect of school parking

As per previous item (reference Agenda item No 2)

 

  1. Review of burial fees currently charged

Cllr Bodman outlined the current fees charged for burial plots and the proposal for new fees was discussed and agreed, to include double depth graves. The new fees would take effect from 1st January 2022.  Action: Parish Clerk to advertise through the website and noticeboards, as well as update Funeral Directors.

 

  1. Progress and review of the neighbourhood plan

Review of the neighbourhood plan and Precept was discussed.  Cllr Bunney advised that that LaLc were consulted as there may be some grants available to pay for a consultation.  It was also suggested that Stephen Chester and Heather Muddiman were invited to an initial meeting, as they were involved in the current plan.  Action: Parish Clerk to invite those mentioned and arrange a meeting for 13th December 2021. 

 

 

  1. Any other business

It was suggested that the school included a ‘time capsule’ in conjunction with the Platinum Jubilee. This will be carried forward at the next Jubilee meeting.

Sunday 14th November 2021 – Remembrance Sunday arrangements. Mrs Bodman will play the ‘last post’. Cllr Wilkinson had provided a moving poem which will be read.  Those who wished to attend should meet at the war memorial at 10.45am.
