OSGODBY PARISH COUNCIL

Minutes of the meeting of the Parish Council on Monday 12th April 2021, 7.30pm

Online Zoom meeting

Present: Cllr J Smith, Cllr A Wilkinson, Cllr M Bodman, Cllr M Heavens and Ms Sue Harvey (Clerk) 2 members of the public present.

 

  1. Apologies for Absence

Cllr Masterman – may be late, due to travel.

Cllr Mason – due to health issues. 

 

  1. Chairman’s and Councillor’s remarks

Cllr Mason is unfortunately unable to attend the meeting due to ill health and may subsequently be resigning from the Parish Council.

Cllr Wilkinson and Parish Clerk to review the Asset register.

Councillors discussed the success of the Parish Pump, with the next edition due in May 2021.

 

Public forum – comments on the lack of a safe pathway from the junction of Sands Lane to Osgodby Woods.It was suggested that a ‘walked path’ was provided which would be less costly than a hard pathway.This has previously been costed. Cllr Bodman commented that this should be raised with the District Council and look into grants that may be available.

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Cllr Masterman updated the committee with regards to the refurbishment of the village hall.It is anticipated that this will be completed by 6 May 2021 ready for the elections. The Village Hall committee would like to hold a BBQ in the summer.

 

  1. Minutes of the last meeting on 8th March 2021 to be approved and matters arising

Approved.

Matters arising – Parish Clerk is chasing Tom Bell to carry out the electrical work to the defib at the village hall.

Venue/Date for Annual Parish Meeting – Parish clerk circulated information from LaLC regarding the legal position of holding face to face meetings.

Pile of earth to be taken away in the cemetery – Cllr Wilkinson to look into this.

Cllr Heavens was sending information to Cllr Bodman regarding the gigabit scheme which had been completed in another parish. This has been received and discussed.  Due to the progress being made by BT in the village, it was agreed to hold on to this until we have an update from BT.

FixMyStreet: Road in Usselby - As the potholes had been filled with aggregate, LCC are not taking any further action.

Books of remembrance in St Andrews and contribution to costs - This has now moved to being online. It was suggested that a charitable donation was made in remembrance of the Duke of Edinburgh and agreed that this should be discussed at the next meeting.

The Safer Together Team will not operate the Lincs Alert system following the decision by Lincolnshire Police to no longer use the service.

Following the information received regarding the change in legislation relating to holding face to face meetings, it was agreed that the normal meeting on 10th May will go ahead as planned and held remotely and that the Annual Parish Meeting would also go ahead on 24th May 2021 as a remote meeting.  It was also discussed that dates for 2021/22 need to be agreed.

Letter of thanks had been received from Guide Dogs (£50 donation as thank you for website support from Pete Langford).

Keep Britain Tidy campaign May/June 2021 – information had been received and circulated, however as the Village Hall has arranged litter picks in April, it was agreed that the Parish Council would support that event.

#slowdowninlincolnshire campaign – information has been put on the website and the Parish Clerk will collect some bumper stickers from Market Rasen Police station.

How to get young people involved in the council, on line training course 26th May 2021. Cllr Heavens to attend.

Adopting of telephone box – Parish Clerk to look into whether decisions had been made by BT.

New dog waste bins have been sited, one on Kirk Hill and one in Kingerby.

 

  1. Financial Matters – ratification of payment schedules for March 2021

Parish Clerk salary - £280.34

Mrs Fairhall – defib electric contribution (Hillbury) £10

Wave – water bill cemetery - £11.72

 

Accounts balances:

Medley trust £535.79

NatWest reserve £16340.05

Current account £29798.91 (£7660 precept received 02.04.21)

 

The accounts have been balanced for this year and Rosemary Cade will audit the accounts.

 

  1. Online banking

Councillors had reviewed the options provided at the last meeting. It was agreed that we needed the provision for online banking to make it easier for direct payments to be made, which is currently undertaken through the Parish Clerks personal account and reimbursed. Action: Carried forward to the next meeting.

 

  1. Review of Councillors code of conduct

Parish Clerk to send out information regarding the consultation and information to update current acceptance. Action: Carried forward to the next meeting.

 

  1. To review the feedback, form the Village Questionnaires

82 questionnaires had been received, 13 of these are either anonymous or it is difficult to identify who the questionnaire is from, so can not be included in the prize draw. This has been verified by Cllr Bodman.

Prize draw winner:Jennifer White. Action: Cllr Smith will arrange to contact and organise the hamper.

Projects to be discussed – action plan and report to be compiled, copy of summary will be placed on the website and in the parish pump. Actions: Cllr Bodman to arrange a separate meeting to discuss projects going forward. A comparison to last survey undertaken in 2009 will be undertaken by Cllr Wilkinson. Action: comparison to be reviewed at the next meeting.

 

  1. To review quotations received for Grass Cutting 2021/22

No further quotations received; therefore, it was agreed to award the contract to A J Williams. Action: Parish Clerk to inform A J Williams and also ask if he can provide a quote for verge cutting in Usselby.

 

  1. To receive an update on Cycle Storage.

Parish Clerk has emailed highways to chase the street works certificate to enable this project to be completed.

 

  1. To receive an update on War Memorial

Parish Clerk to as Mr Hildred to strim around the new area of grass.

LaLC have recommended that contact is made with Planning regarding fencing and what we are intending to do. Action: Parish Clerk to contact Planning.

We are waiting correspondence from the War Memorial Trust regarding grants for repairs including repairs to lettering. It was agreed to get the landscaping completed then look at grants for repairs. Action: Cllr Smith to review quotes and apply for grant.

No further quotations have been received regarding the works for fencing and landscaping, it was discussed that it would be nice to have this completed for the next Remembrance Day.

 

  1. To receive an update regarding extension to the Cemetery

Repairs to gates and seating – Mr Hildred cannot do this. Action: Cllr Wilkinson to have a look at what needs doing, potentially look at different materials for the bench.

Councillors voted to double up grave spaces, which was originally offered as an option for burials as well as offering side by side, single depth spaces. Marshalls, Undertakers, have assessed that we can offer double depth and there were no issues with regards to high water tables.Action: Parish Clerk to obtain confirmation in writing from Marshalls to confirm that this can be offered.

It was suggested that the Trafford family could be approached in the future to ask if they would consider selling some land for the extension, however the position would be monitored, due to current legal position.

 

15 Update regarding village green:

A Letter had been sent to Mr L Brown at Red House regarding issues to do with access across the village green and damage caused. No response has been received as yet. Concerns regarding the boundaries and state of the green were also discussed.

Cllr Bodman has offered to site the new planters and maintain these.If anyone has any plants, these would be appreciated. One of the issues raised on the questionnaires was regarding the upkeep of the village green, and whether the telephone box would be adopted by us.

 

  1. Speed restriction signs/cameras within the village

Following concerns raised by parishioners through questionnaires, prices have been received for speed signs to be provided in the village from Morelock Signs.These were reviewed.It was proposed by Cllr Bodman, and seconded by Cllr Smith that speed restriction signs are placed at either end of the village however it was agreed that prices should be reviewed for solar powered panels and a decision made at the next meeting.Action: Parish Clerk to contact Morelock Signs.

Other signage -Mill Lane/Lincoln Lane. Action: Parish Clerk to contact highways ref signage as well as the missing 40mph sign on Kirk Hill.

 

  1. To receive an update regarding School’s parking

Cllr Heavens has drafted a letter to the school regarding the lack of parking restriction lines.  It was discussed that the analysis of parishioner comments from the questionnaires, along with photographs would be strong supportive evidence to go with the letter.  Discussions were held as to the types of lines which would be most appropriate and it was suggested that a letter was sent to residents stating our intention to apply for zig zag lines.  Cllr Bodman proposed that the letter is sent to the school, seconded by Cllr Masterman, all agreed with the exception of 1 Councillor. Action: Parish Clerk to send the letter in the next week, along with evidence as discussed.
