        Minutes of the meeting held outside Osgodby Village Hall, 14th June 2021 at 7.30pm

Present – Cllr M Bodman, Cllr J Smith, Cllr A Wilkinson, Cllr M Heavens, Ms S Harvey (Parish Clerk)

4 members of the public present.

 

Public forum:  Discussions were held regarding speeding traffic in the village and the speed limit on Low Road, which was causing concerns.

 

  1. Apologies for Absence: Cllr V Mason (Ill health), Cllr S Masterman (ill health) Cllr S Bunney.

 

  1. Chairman’s and Councillor’s remarks

A Parishioner had requested that a dog waste bin was located in Osgodby Woods as well as an additional bin on the playing field. Parish Clerk to look into the provision of additional bins, in line with the questionnaire responses.

A request for a bus stop at Usselby had also been received and Cllr Heavens will pick this up.

Cllr Wilkinson commented that some of the graves needed to be levelled and that Mr Hildred was aware of this.  Parish Clerk to contact Mr Hildred for a quotation for the work to be carried out.

 

  1. To receive declarations of interest in accordance with the 2011 Localism Act

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Communication had been received from Cllr Bunney, which was read out by the Clerk:

I am afraid that all I can report is a glimmer of hope amongst an otherwise stalemate situation.

Hopefully, now that half term is over there will be a bit more movement to report at the Meeting on June 14th.   As there is a WLDC council Meeting that night I am afraid that I may not be able to attend in person but will submit a written report.

Joe Phillips - Head Officer of Lincolnshire Highways has agreed to meet with me within the next month to discuss some specific projects including the Top Road Junction and The School Parking Problem.  We should be setting a date next week - I will push for parish councillors to be invited to the meeting as well.   He has also agreed to a second meeting to drive around the Market Rasen Division and form an overall view and plan forward.

Sadly, I am still waiting for a formal response from Jeanne Gibson regarding traffic calming measures and parking issues at the school.   Informally she has agreed to a site meeting but has not put this in writing or come up with a date.

  1. Minutes of the last meeting on 10th May 2021 and matters arising

Cllr Smith requested an amendment to the minutes, which was actioned.

Matters arising:

Soil in the cemetery has been removed.

Cycle store base – this is still being chased by the Parish Clerk.

Repainting of BT telephone box – Cllr Bodman reported that he has contacted BT and is awaiting confirmation.

External socket for the Village Hall, following electrical work for the defibrillator – Parish Clerk has tried to contract the electrician and will look for an alternative contractor if these is no further reply.

Parish Clerk training – to be booked.

Online banking – in the middle of setting this up with support from NatWest.

Code of Conduct – circulated for signature by Councillors.

 

  1. Correspondence

A ‘Certificate of honour’ had been found at Osgodby School during the current new build, which has some historical value.  This may make a good article for the Parish Pump.  Cllr Smith to follow this up with the school.

 

Valuation Office request for information for the cemetery – has been sent.

 

Pads for the defib, village hall – supply issues, but hopefully will be received by the end of June, defib is still working fine, Parish Clerk to check it weekly.

 

Community Information point – Market Rasen Hub – as we do not get involved with organisations directly, passed on to Village Hall via Cllr Masterman.

 

Initiative Grant – Ye Olde Pub without a pub.  Parish Clerk gave and update regarding the grant and how this will be managed to support the community.  All agreed that this was satisfactory.

 

Zurich Insurance – incorrect amount sent via cheque.  To be re-issued.  Zurich have confirmed that we are still covered.

 

Leakes Masonary – memorial stone for SIMAN erected.

 

Request from a parishioner requesting whether Parish Council could look at installing stiles with easy access for dogs, on the footpath from Village green, at 2 different points. Action: Parish Clerk to look at costs and report back at the next meeting.

 

A request had been made from Cllr Wilkinson, to access the Parish electoral register. Parish Clerk had contacted WLDC regarding this.  The information can only be accessed via an online portal, which the Parish Clerk had registered for.  It was made clear that the information must only be used for the purpose for which it is intended, in accordance with the Representation of People (England & Wales) (Amendment) Regulations 2002 and only for the purpose for which it has been supplied.

A Request for permission to access Top Road land for crested newt survey had been received from Freshwater Habitats Trust, which had been passed on to Sheila Johnson who is the tenant for the land.

Tree Inspection maintenance and inspection policy – this is something which has been raised in Clerks forum.  It was suggest that we also adopt a policy for the trees on our property.  It was agreed that this would be carried forward to the next meeting and that the Parish Clerk would source quotations for review. Reminder that we have still not heard anything regarding overgrown trees in the cemetery. Action: Parish Clerk to chase.  

 

Repairs to seat and gates at Kirkby cemetery £345.00 quotes. Micks building services.

 

Planning matters - APPLICATION REFERENCE NO:              143149

 

PROPOSAL:         Planning application for the erection of agricultural building for storage of bales and equipment being variation of condition 2 of planning permission 139926 granted 25 October 2019 re: approved drawings.

Cllr Smith had queried whether monies were owed to the Parish Council from HMRC rebate.Parish Clerk had looked into this as nothing was showing on the Gateway.This has been reported to HMRC who are investigating, however they have confirmed that we are not owed anything.

  1. Annual Parish Meeting 28th June 2021

Current Covid 19 restrictions in place mean that the Village Hall is currently not allowing members of the public into the hall.  Councillors must meet face to face.  Parish Clerk has been looking for an alternative venue, but is unable to find anywhere suitable.  It was therefore discussed that the meeting would go ahead, with members of the public being invited via Zoom, although the quality of the connection was in doubt.

Confirmed attendance from Osgodby Primary School and the Village Hall Committee.  Action: Parish Clerk to continue chasing other speakers.

 

  1. Report updates from questionnaires

Cllr Masterman met with Graeme Butler from LCC road safety, regarding the junction of A1103/A46.  The report received was read out to the committee.  Suggestions for improvements were identified as follows:

Highways to ensure growth of vegetation was managed to ensure clear vision for drivers.

That a Give Way sign is erected on the A1103 approach in the central island.

That 2 SLOW markings are laid, one next to the advanced direction signs and another next to the advanced Give Way signs.

That the shrubbery is cut on Gipsey Lane approach from Walesby, so the Give Way sign is more visible and that an additional advanced Give Way sign approx. 100 yds prior to the junction is sited.

Not much needed as there are right turn lanes into the two side roads, but if SLOW markings are being placed on the A1103, it would be beneficial to ad one either side of the junction on the A46, next to the advanced junction signs.

Project – dog waste in the village.  Parish Clerk liaising with the school for children to design notices that could be turned into signs.  Date to be confirmed.

Cllr Heavens reported that the full report for Highways had been completed and this will be sent.

 

  1. Speed restriction signs and cameras in the village

Discussed the speed devices and it was agreed that we would have fixed solar devices and that they would be sited on the repeater sign near Osmond Cottage and the speed restriction sign adjacent to the Herbalists. Action: Cllr Heavens to contact Graeme at Speed Safety to request this, along with

delivery of 6 plastic 30mph reminder signs.

 

  1. School parking

Information had been circulated to report any problems through the Lincolnshire County Council parking enforcement service. https://www.lincolnshire.gov.uk/parking/parking-enforcement

 

 

  1. Queens Platinum Jubilee celebrations June 2022

Discussed opportunities for collaborative projects with the Village Hall Committee/Ye Olde Pub with out a Pub and the school/Pegasus Nursery.

It had also been suggested that an Auction to raise funds for charity could take place in November 2021.

 Action: Parish Clerk to contact each organisation and arrange a meeting to discuss. 

 

  1. Alms Houses

Due to current ill health, Cllr Mason is unable to represent to Parish Council and a new representative is required.  Action: Parish Clerk to email Mr Kenyon and inform him of the current situation.

 

  1. Burial Ground developments

Marshalls Funeral Directors has provided information which was circulated to Councillors for review and comments.  Cllr Smith commented that, although this had been received, she was in favour of further testing to be carried out and abstained from voting.  The remaining Councillors (Cllr Bodman, Cllr Wilkinson, Cllr Heavens) voted in favour of offering double depth graves.  Action: Parish Clerk to advise Marshalls Funeral Directors and amend documentation accordingly.

 

  1. Refurbishment of cemetery gates and seat

A quotation had been received for £345.00 to carry out the work required. All agreed this was acceptable.  Action: Parish Clerk to advise the contractor.

 

  1. Awarding of contract for war memorial landscaping and railings

Quotations received had been circulated for review.  Action: Councillors to provide feedback to Parish Clerk, so this can be awarded.

 

  1. Attracting young people to the Parish Council

Cllr Heavens gave an update to the meeting on the webinar that she had attended, which she found very informative.  Discussions were held as to how we could move forward with this.  Suggestions included collaborative working with other Parish or Town Councils and promotion through the Parish Pump.  Action: Parish Clerk to contact other Clerks for discussion.

 

  1. Lanyards

Discussions were held as to the values of Councillors having lanyards as well as badges.  It was further discussed that photographs of Councillors should be included in the Parish Pump and on the website, although this was not to be made compulsory.  Action: Parish Clerk to look into the cost and designs of lanyards/badges.

 

  1. Facebook page

Discussions were held as to the positives of having a Parish Council Facebook site, including accessibility of information, appeal to a younger audience and being available to a wider audience.    Action: Parish Clerk  and Cllr Heavens to attend the training through LaLC.

 

  1. Any other business
