Minutes of the Parish Council held on 10th May 2021 7.30pm

Present: Cllr M Bodman, Cllr S Masterman, Cllr J Smith, Cllr M Heavens, Cllr A Wilkinson, Ms S Harvey (Clerk). 2 members of the public present. Cllr S Bunney in attendance.

Public forum
Comments were made regarding the poor condition of the side of the road on Low Road as well as the flooding in Kirkby, which had entered the homes of residents and has been reported.
Cllr Bunney commented that as he had been elected to office, his priority now is to support with the issues raised. Cllr Bunney discussed a grant that had been made available to undertake further work required and resilience work to stop the drain from overflowing. This needs to be pursued. Although flooding has not occurred in the most recent rain, this is a continuing issue. Cllr Bunney gave his assurances that he would raise this with the people concerned as he has had no response from his original concern raised in February 2021.

- Chairman’s and Councillor’s remarks
It was noted that the Parish Council have been informed of the current illness of Vic Mason and that, regrettably, it is anticipated that this will result in withdrawal from office of Cllr Mason.
A note of congratulations was sent to Cllr Bunney.
Cllr Bunney acknowledged receipt of the letter sent to Osgodby school and will follow this up in the next week along with other concerns regarding parking.
Cllr Smith discussed the success of being present at the Village Hall, along with Cllr Heavens and Cllr Masterman and the contacts that were made. It was a worthwhile event with lots of positive remarks and feedback. Cllr Smith expressed an interest in doing this every year.
It was suggested that we have group photograph or passport size photographs on the new website as well as a group picture put onto the noticeboards. It was agreed that this could be looked in to once restrictions would allow.
Soil in the cemetery – Cllr Wilkinson has someone who will take away the soil, for free. He has also received a price for repairs to the seat and gates of £345.00 – which will be considered.

Cllr Bunney – reported that not much has happened since the elections.Issues which he has picked up in the area including road safety, policing, environmental issues such as litter, these are common issues within the area.

Matters arising and updates
Cllr Wilkinson asked that the minutes be numbered and pointed out that the date was incorrect.This was amended and the minutes agreed as a true record.
Matters arising:
Cycle store – ‘Cyclepods’ have emailed to ask if we are going ahead with the order, as prices are increasing. Parish Clerk has tried to email back to update them regarding the delay with Highways, but the email is being returned. Parish Clerk will telephone.
War Memorial – The quotations for required work are coming in. Cllr Bodman is also chasing the documentation regarding the transfer of land from Mr Firth. Cllr Smith has applied for a grant for repairs to the lettering and marble in the form of a Pre application. This has been approved as a low priority; however, the trust does not support wholesale applications and the quotes we had previously received were not the right supporting documents that we need to submit with the actual grant application. We need a quote to repair the damaged and missing letters only. They will not accept a quote to re-black all the letters if they are not significantly damaged or missing.
Extension to cemetery including double depth burials – Parish Clerk had emailed Marshalls Funeral Directors, but has had no response as yet and will chase this. Following enquiries made to the Trafford family, they are not in a position to sell land which will enable extension. Action: Parish Clerk to contact Marshalls again.
Village Green – Following further concerns raised regarding parking on the Village, it was discussed that as the house had now been sold, an amendment was made to the wayleave license, stipulating no parking at any time on the green would be made.
BT – Phone box stays with the Parish Council as a working telephone, Cllr Bodman has requested that the box is repainted and the light fixed.

Missing speed sign on Kirk Hill – reported to FixMyStreet and scheduled.
Lincolnshire Environment Awards – Information received was discussed and it was agreed that this should be sent on to the Village Hall Committee, as it was more appropriate for them but that we would be in support of this type of project.
Information had been received from the Peoples Trust for Endangered Species, who are looking to undertake Wildlife surveys in the Osgodby Area – Cote Hill Farm are taking part.
Drapers had requested a double width grave stone on behalf of client.This was supported and agreed.
Mobile phone top up voucher required -Action – Parish Clerk to arrange
Need to order new pads for the defib at the village hall.
Village Hall Defibrillator – following electrical works undertaken, there is now a 2 socket required to replace the original external socket which had been removed.Action – Parish Clerk to contact T Bell (Electricians).
Parish Clerk Training – Action: Parish Clerk to book onto course for Introduction, followed by Level 2 CILCA award.Parish Clerk has also booked onto ‘The Planning Process’ and ‘Clerks Cluster’ both in June.

Parish Clerk discussed that the end of tax year payments had been made and the tax year closed off. Cllr Smith asked the Parish Clerk to look into a rebate that had been due from HMRC in 2019. Action: Parish Clerk to investigate.
The 2020/21 accounts had been submitted to R Cade for audit.
- Online banking
Cllr Bodman had sent the details out for Starling Bank, however, Parish Clerk has suggested that we go with NatWest online banking to avoid having to set up a new bank account.Cllr Bunney confirmed that there were no issues resulting in the Parish Clerk, as RFO, having control of the online account although we need to look at how this will be managed. This was greed by all.Action: Parish Clerk to arrange for online banking via NatWest.
- Councillors Code of Conduct
No further update from LaLC. It was agreed that existing documentation be used, following election of Chair & Vice Chair.
- Parish Pump
Cllr Heavens reported that the next edition was ready for printing.
Discussions were held as to whether advertising should be permitted within the publication,
the Parish Clerk updated the meeting as to fees charged by other Parish Councils.It was agreed that we should leave the publication as it was currently, with a list of useful local telephone numbers, rather that fill the publication with advertisements. It was also suggested that we asked people to come up with a community project to design a space within the village.
- Annual Parish Meeting
It was agreed to hold the APC meeting on or after 28 June 2021 for a face-to-face meeting at 7.30pm Action: Parish Clerk to book the Village Hall and invite speakers to the event.
- Speed cameras in the village
Information has been circulated regarding solar panelled speed signs within the village.It was discussed that the prices looked good and there has been lots of information circulated regarding case studies and successes in other communities.It was discussed that permission would need to be sought from Highways. It was agreed that this would need looking into and whether any grants were available.It was agreed that 2 reduce speed signs would be purchased. Further information was required and this would be carried forward to the next meeting.
- School parking
A letter had been sent to Cllr Bunney and the school, including evidence of concerns raised from Parishioners.Cllr Bunney has received support from the school, although they were not too keen on the suggestion of zig-zag lines. A meeting needs to be called and Cllr Bunney will set this up.It was commented that PCSO’s would attend however Cllr Bunney commented that this was not always possible.It was discussed that there is an accident waiting to happen, with cars making turns in the road. During school drop off and pick up times, parking is a big concern.Cllr Bunney informed the meeting that a survey would need to be undertaken and that this may take some time.
- Duke of Edinburgh donation
It was agreed to award £50.00 for DOE in remembrance of the Duke of Edinburgh. Action: Parish Clerk to arrange payment.

Dates were circulated and agreed. Action: Parish Clerk to book the village hall and publish dates on the website/noticeboards.
