Minutes of the meeting of the Parish Council held on 11th January 2021, 7.30pm

Present: Cllr J Smith, Cllr A Wilkinson, Cllr M Bodman, Cllr M Heavens, Ms Sue Harvey (Clerk)
- Apologies for Absence – Cllr Vic Mason, Cllr S Masterman.
- Chairman’s and Councillor’s remarks
A telephone call had been received from Cllr Bunney, sending apologies that he cannot attend this meeting but would like the link for the next meeting and a copy of minutes.Cllr Bunney would like to discuss with the Parish Council support for issues raised recently in terms of A46/A1103 crossroad and to also discuss a county wide scheme to address speeding vehicles in villages, with a view to a Collaborative approach to both issues. Action: Parish Clerk to ensure that Cllr Bunney receives information prior to the meeting on 8th February 2021.
Cllr Wilkinson – commented that a parishioner had raised concerns of pedestrians walking on the road at the bottom of Sands Lane, where the pathway ends. It was discussed that the pathway could be extended and that the increase in people walking to the woods is possibly due to the current lockdown situation.In addition, a parishioner has also raised a suggestion that a mirror would be useful situated at the corner of Mill Lane and Main Street.It was discussed that this has been raised previously and potentially a mirror could be sighted by the ‘Land of Green Ginger’. Action: Parish Clerk to contact Highways.
A report had also been received that the salt bin at the top of Sands Lane is empty, all others in the parish are fine.Action: Parish Clerk to request salt bin refill for Sands Land.
Comments have also been received regarding the condition of the village green, which is discussed later in the meeting.

- Reports from District & County Councillors, Police and the Village Hall, if present
PC Emma Devin has sent an email, asking if any concerns or issues within the local community can be forwarded ahead of the setting of new community Policing Priorities.Parish Clerk had replied raising concerns around speeding vehicles and the threat of theft within the parish. In addition, an invitation had been received to attend a Community Panel Meeting at Market Rasen Police, however Cllrs asked if this meeting was still going ahead.Action: Parish Clerk to enquire about the meeting.
- Minutes of the last meeting on 9th November 2020 to be approved and matters arising
The minutes of the meeting were approved.
Matters arising
Documentation required from Mr Hildred relating to risk assessments/public liability have been requested.
Defibrillator update – Hilbury defib has been registered with The Circuit, through the British Heart Foundation and checks made 24.12.20.No concerns. A copy of the Certificate of Works for the installation of this has been received.The pads are due for renewal in December 2021.
Village Defib – There is no documentation for the installation of this and there are concerns regarding the electrical installation and the current condition of the wiring, as reported by a parishioner.The Parish Council have responsibility for the defibrillator, following transfer from the Village Hall Committee in June 2020 and are currently in discussion with the Village Hall Committee regarding access for re-installation and registration.There seems to be a lack of clarity around registration.
It was suggested and agreed that this is now a standard agenda item.
Cllr Heavens updated the meeting regarding the issue of a questionnaire for parishioners to complete.It was discussed that the Village Pump has not been issued for some time and the original idea was to have the questionnaire delivered with the parish pump. Cllr Smith and Cllr Heavens are both happy to help with this. Cllr Wilkinson has the questionnaires printed and ready to distribute.Action: Cllr Smith to contact Iris Rowbottom (Village Pump)
Cllr Heavens had collected responses for the WLDC Climate Strategy and individuals had completed the online survey.
It was noted that a vacancy for a Councillor still existed. Action: Parish Clerk to advertise the position.
Tree cutting at the Cemetery – Parish Clerk had emailed the contractor; however, no dates have been set as yet.
- Planning Matters
Agricultural building erected at Red House – Cllr Bodman provided an update.
Timmins, the main contractor, had been contacted. They commented that he carried out the project as required; however, they will return in the spring to make good the damage to the village green.
There are concerns that a wayleave license has never been issued by the parish council and that this may be included within the deeds of the house.
Comments from parishioners include that a business is going to be run from the agricultural building and this has raised concerned about the potential access required across the village green, including heavy vehicles.Cllr Wilkinson commented that there was always a right of way to the land, and that Mr Brown of Red House would need to apply for road access.It was further commented that a lot of stone has been laid to the new building from the gateway to the village green, suggesting that this will be used as a regular vehicular access point in the future.
Parishioners have also questioned whether the permissive footpath would be reinstated.
It was discussed that the correct route for the permissive footpath was also in doubt and if this was closed, the route of the original public footpath should be reinstated.Councillors discussed that initial checks need to be made regarding the right of access across the village green as this may be included within the deeds of the house.Action: Cllr Heavens to look into a deed license.
Planning applications received
APPLICATION REFERENCE NO: 142071
PROPOSAL: Planning application for removal of existing garage and stable block and erect replacement garage with annex and storage
LOCATION: Scaygate Cottage Low Road Market Rasen LN8 3SZ
Discussed the interpretation of the annex and whether this was a new residential dwelling. Councillors will review this and provide feedback accordingly.
APPLICATION REFERENCE NO: 142182
PROPOSAL: Planning application to erect grain store including rain water lagoon.
LOCATION: Jesmond Farm Gulham Lane Kingerby Market Rasen LN8 3PU
Decisions received:
141861 – Land behind Nash’s Row – outline planning permission has been approved.
140997 – Clinton Villa – planning permission granted.
141448 – 8 dwellings, Glebe Farm, Kirkby – planning permission refused.
- Correspondence
A grant request has been received from Citizens Advice for.Action: Parish Clerk to send an Application form to ensure this goes through the correct process.
Letter received from a parishioner asking about land available for rent within the village.Currently, there is no land available for rent within the parish. Action: Parish Clerk to reply.
Information had been received and circulated regarding the 2021 census.Cllr Masterman and Cllr Heavens are both attending the webinar and will feed back to the committee.
Correspondence received from a parishioner in Usselby, regarding lack of street cleaning and potholes.Parish Clerk has taken photographs and registered this on FixMyStreet and contacting the street cleaning team.
Correspondence received from Mr Needham (Chapel House) regarding damage to his property and the village green caused by contractors erecting the agricultural building at Red House. – see item number 6 above.
Email received from Marshalls (Funeral Directors) requesting grave plot for the Olds family of Kirkby.Plot identified and awaiting payment/further dates.
Flooding at Washdyke Lane. Concerns regarding ongoing flooding issues. This is logged with Lincs County Council by the parish council and parishioners.
Removal of phone boxes – the final response has been sent to BT by WLDC, but there is no response back from BT as yet.Parish Clerk to monitor.
Email received regarding the Parish Council Grass cutting scheme, to which the parish have re-registered.
Lincolnshire County Council is proposing to make a number of alterations to speed limits on the A631 from Middle Rasen westwards to a point west of the junction with A1103. Information has been circulated to Councillors.
- Launch of new website
Parish Clerk reported that, following an audit, there is some work to complete to ensure that areas are LCC compliant, whether this is regarding format or presentation. Parish Clerk is working with Pete Langford (Sudbrooke Parish) who is providing support.
LaLC are supporting donations to two nominated charities which Parish Councils maylike to make a contribution to as a thank you for supporting clerks with the new website.Councillors agreed contribution to Guide Dogs of £50.00.Action: Parish Clerk to contact LaLC and arrange payment to be made.

- A46-A631 highways
Cllr Bunney is attending the meeting on 8 February 2021 to discuss issues regarding the A46/A631 junction.Action: Councillors were asked to collect information to discuss with Cllr Bunney.
- Planters for the village green
Councillors discussed and agreed the purchase of 2 450x450 brown planters from Earth Anchors. Action: Parish Clerk to arrange purchase.
- To receive an update on Pocket Parks
Cllr Masterman was not present at the meeting, however it was noted that the scheme had ended and it is not likely that this will be reinstated. Matter closed.
- Parish Precept
Parish Clerk reported that this has been completed and sent to LCC as required, requesting the same precept as last year.
- To receive an update regarding Rural broadband
Cllr Bodman commented that there had been no update as yet regarding the plans for broadband in the village.It was agreed that the survey would be sent out as previously discussed.
- To receive an update on Cycle storage
Parish Clerk had contacted LCC Highways. They issue the licence for contractors to complete the works required and they have requested photographs of the site and details of the appointed contractor. Parish Clerk and Cllr Wilkinson met before Christmas and photos were taken. The Council now need to review the quotations received to carry out the work and award the job accordingly. This information can then be sent to LCC Highways, along with the photographs. Once this is completed and agreed with Highways, the cycle pods can be ordered.

The variance in quotations received was discussed. Action: Cllr Smith and Cllr Wilkinson to review the specification and quotations received.
- To receive an update on War Memorial
Mr Firth had contacted Cllr Bodman regarding the delay to the solicitor’s response regarding documents for the transfer of land.Cllr Bodman chased this with the solicitors and expects that this aspect of the process will be completed soon.
With regards to the landscaping and fencing, it was noted that A.J Williams has pulled out of the process and that a quotation from JB Builders (Howen, Osgodby) was outstanding. It was discussed that it will be difficult to get the same organisation to carry out all aspects of the job. Cllr Smith had completed an application for a grant.Action: Parish Clerk to chase JB for their quotation, Cllr Smith to chase the grant application.
- To receive an update regarding extension to the Cemetery
Cllr Smith reported that no further update has been received. The trustees of the land are aware that we are interested in purchasing the land, but we have been asked not to contact until the spring.
- Speed restriction signs within the village
To be discussed with Cllr Bunney at the meeting on 8 February 2021 as part of the ‘20’s plenty for us’ campaign.
- To receive an update regarding Schools parking
Cllr Heavens reported that she had spoken to the Head of the school, who was very receptive to discussing issues with the council. He currently has no updates regarding a health & safety audit, but that he had been in contact with a private company and he is awaiting an update but did comment that the Governors do not want zigzag lines outside the school.Cllr Heavens has sent information from LCC website regarding a policy outlining the process for zig-zags, and whether parish councils can request this.
Action: Cllr Heavens to continue to discuss with the school and update the Parish Council at the next meeting.
- Updates to Policies
All policies were sent out in November 2020 for review and updating as necessary.
Action: Parish Clerk to ensure that these are signed by Cllr Bodman and updated to the website
