Minutes of the meeting held on 8th November 2021 at 7.30pm in the Village Hall
Present: Cllr M Bodman, Cllr J Smith, Cllr A Wilkinson, Cllr M Heavens, Cllr S Masterman, Ms S Harvey (Parish Clerk),
In attendance: Cllr S Bunney, Tracey Mason Powers (Forestry Commission).
9 members of the public in attendance.
Public forum:
A parishioner was concerned regarding the lack of progress with the Cycle Pods. The current situation was explained.
Tracy Mason Powers (Forestry Commission) was in attendance to explain the rationale behind the tree felling in Osgodby woods.
Clarification was given about the actual location of the Millennium woods, which is some distance from the signage at the entrance to the woods. The decision to fell the identified trees was made following extensive research in the area and is absolutely necessary to maintain and protect the area for future generations. The impact on wildlife in this area would be minimal as this would relocate within the woods. Tracy emphasized that all environmental factors had been thoroughly investigated and considered and urged the parishioners present to trust in the professionals to do what is needed. Tracy pointed out that the Millennium woods remains in ownership of the Forestry commission and it is not in their remit to gift land. Discussions continued and it was requested that dialogue was maintained between the Forestry commission and Osgodby parish Council as to further plans for the woodland’s maintenance.

- Chairman’s and Councillor’s remarks
Cllr Bodman informed the meeting that there had been no contact from Cllr Mason and written communication would be taken to ascertain Cllr Masons current position.Action: Parish Clerk to contact.
A request for an additional litter pick was made.The Village Hall committee have said that an additional pick is not required based on the amount of litter recovered during the Autumn event.

Cllr Bunney informed the meeting that a new National Code of Conduct has been adopted by
Additional bins will be made available for the collection of paper and card from next Spring. Residents will be informed of the new schedule for collections and the processes for the scheme.
Mill Lane – the old signs referring to HGV’s were placed on Mill Lane as a temporary measure, Cllr Bunney informed the committee that if these need to be reinstated, this would need to be passed as a minute and endorsed by him.
Village Hall – Cllr Masterman reported that work to improve the woodland area as a wildlife area will be organized, if a working party can be arranged.
- Minutes of the last meeting on 11th October 2021 and matters arising
The minutes were approved and signed.
Matters arising - Gigabit Scheme – Cllr. Heavens reported that the addresses of all interested parties have been entered into the Openreach portal and we are now awaiting a response.
Facebook update – it has not yet been possible to add Cllr. Heavens as an administrator due to technical issues.Action - Parish Clerk to contact John Kilcoyne for assistance / advice.
- Correspondence
Precept documents for 2022/23 have been received and circulated.
Correspondence has been received from David Chambers of Kingerby Manor regarding the Planning Application for a Pig Unit at Manor Farm. Cllr. Heavens met with Mr Chambers to discuss the issues in depth including the concerns of the Kingerby and Kirkby Action Group. The outcomes of the meeting were communicated to the PC and Cllr. Bunney who recommended that Cllr. Heavens write to the Housing and Enforcement Officer, Andy Gray, copying in Russell Clarkson, Planning Manager, which she has done. A response has been received and investigations into the issue have begun. A new Parish Council planning comments document has also been uploaded to the portal.
Other correspondence received has been circulated.
- Planning
A new parking area for the school, linked to the New Build Classrooms project has been approved by LCC. Cllr. Heavens expressed disappointment that there were not more spaces being created in spite of letters written by herself and Cllr. Bunney with LCC citing costs as a deciding factor.

- Village Green project
Cllr Bodman updated the meeting to advise that the project was on hold, until matters were resolved regarding access with Red House.
- Update on Highways report, including traffic issues on Mill Lane
No response had been received from Highways regarding concerns raised.Cllr Heavens asked that this issue be continued to be pursued.
- Update on repairs to railings at the War Memorial
A quote had been received for the work required to the railings and it is hoped that the project will be completed by Spring 2022.
- Update on Facebook page
Cllr Heavens reported that the page was now set up, however we need some more technical support to ensure that Cllr Heavens had administrator access.Action: Parish Clerk to contact John Kilcoyne (LaLc) for support.
- Councillors email addresses
Parish Clerk advised the meeting that recent discussions had taken place through the Clerks forum, regarding the use of personal email addresses for Councillors.This was further
highlighted in the LaLC newsletter.Cllr Bunney agreed that personal email addresses should not be used and he would look into the possibility of these being issued through WLDC. Parish Clerk will also look at setting up email accounts through gmail, for example.Action – Parish Clerk to feed back at the next meeting.
- Update regarding Platinum Jubilee celebrations
The committee have now held their first meeting and plans are being drawn up.They will meet again next week.
- Update regarding Speed restriction signs in the village
Cllr. Bodman reported that Passive Signs have been erected in Kirkby and are planned to be erected in Osgodby in the next couple of weeks.
The new post at Orchard Close to allow erection of a speed warning device is due to be installed imminently and Graeme Butler is just waiting on the contractors for a firm date.
- Any other business
Co-option of another Councillor – Cllr Wilkinson asked why we have not yet voted on the application to serve on the Council made by a parishioner. Cllr. Bodman says we are waiting on submission of a formal application as requested. The Parishioner then indicated that she may not wish to continue as she felt unwelcome. Action – Cllr Bodman to contact the Parishioner to see if she is still interested.
ID badges – there has been no response from the company contacted. Action: Parish Clerk will contact another company.
