        Minutes of the meeting held in Osgodby Village Hall, 12th July 2021 at 7.30pm

Present – Cllr M Bodman, Cllr J Smith, Cllr A Wilkinson, Cllr M Heavens, Cllr S Masterman, Ms S Harvey (Parish Clerk)

3 members of the public in attendance via Zoom link due to Covid restrictions.

 

 

  1. Apologies for Absence

Cllr S Bunney (Attending another PC meeting),

 

Public forum : 3 members of the public in attendance.

 

No issues to raise.

 

  1. Chairman’s and Councillor’s remarks

 

Cllr Bodman confirmed that Cllr Mason will be continuing with his Councillor role and role of representative for the Almshouses.Cllr Mason needs to the Code of Conduct form. Action: Parish Clerk to email the document for signature.

Cllr Bodman discussed the issue with electrics in the telephone box and is looking at the possibility of a solar light. Cllr Bodman confirmed that the contract for fencing and landscaping will be awarded to CHM, with the repairs to lettering being awarded to Leakes.Action: Cllr Bodman to contact the appointed contractors.

Cllr Masterman is continuing to follow up with Highways regarding top road.

Cllr Bunney – had requested a meeting with Cllr Bodman and Parish Clerk to go through various Highways issues, the schools parking project and the Central Local Plan.  Action: Parish Clerk to arrange a meeting via Zoom and will feedback to Councillors.

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Cllr Masterman informed the meeting about the Village BBQ to be held on August 22.The Village Hall AGM went ahead via Zoom.

 

  1. Minutes of the last meeting on 28th June 2021 and matters arising

Matters arising:

Dog waste bins. Siting of the new bins was discussed and agreed, with one being sited near to Osgodby woods and one at the top of Lincoln lane. Action Parish Clerk to look at into costs.

Levelling of graves – Awaiting confirmation of costs from Mr Hildred.

Green bin on the Village Green: Cost will be £35.00 for the year, but the bin itself is free of charge.  Action: Parish Clerk to order and arrange delivery.  

Cycle store – Queries regarding the siting of the concrete base. Action: Cllr Wilkinson to confirm and contact Highways.

      Electrics for defib at village hall have been completed.

Online banking – set up has been completed.  Invoices, where possible will now be paid directly.

Certificate of honour found at the school.  It was agreed that this would be carried forward to the next meeting.

Newt survey – water samples have been taken and results will be notified. It was discussed that this would be an interesting article for the Parish Pump.

Tree inspection and maintenance – Action: Parish Clerk to meet with a contractor to discuss inspection and maintenance plan.

Repairs to seat and gates in the cemetery is underway.  Signage has been placed around the cemetery as the gates will need to be removed.

Planning application 143149 – Red House withdrawn.

Report for Highways has been sent to highways.

Final report on questionnaires. This needs to be uploaded to the website.  Action: Parish Clerk to look into this, as well as putting a link onto the village Facebook page.  

Working with other clerks to attract young people – Parish Clerk has posted requests on the Clerks forum and is awaiting responses.  It was agreed this will be carried forward to the next meeting.

Lanyards – Parish Clerk looked into costs, £50.00 for 10. Various designs.  It was agreed that these can be ordered.  Action: Parish Clerk to place an order.

 

 

  1. Correspondence

Parish Clerk reported that an email had been sent to Chris Caton and Pegasus regarding overhanging trees.

Any other correspondence is included within Agenda items or matters arising.

 

  1. Planning

Nothing has been received from WLDC.

           

  1. Financial Matters – ratification of payment schedule for July 2021. All payments will be made vi BACS.

  1. Update to Speed restriction signs and cameras in the village and school parking

A1103 – Cllr Masterman provided an update and will continue to liaise with Highways regarding this.

Cllr Heavens has met with Graeme Butler (LCC – Road Safety) and discussed siting of posts for the speed signs.  There will be a £200 contribution from the Parish Council. On advice from Greame, it was agreed that a 30mph repeater sign will be sited near Osmond cottage, and one post near Orchard close.

Cllr Heavens also updated the meeting regarding the school parking issue and how this was based on a level of risk.  Cllr Heavens will continue to update the Council as this progresses.  

 

 

  1. Replacement of stiles to be dog friendly

A Parishioner had suggested that modifications are made to the existing stiles, which cross her land and which she would be happy with. She also queried the location of the stile from the Village Green across the land to Red House and asked that this be looked into.Action: It was agreed that this will be reviewed as part of the Village Green project.

 

  1. Repairs to noticeboards

At the request of the Parish Clerk, Cllr Bodman had looked into repairs required for the notice boards and will carry these out over the summer period.

 

  1. Change to contract for mobile phone

Parish Clerk is currently looking into this and will advise Councillors of contract costs.

 

  1. Any other business

Tree inspection and maintenance policy. Parish Clerk has contacted Ben (Redwood Trees) with a view to meeting over the summer to look at inspection and maintenance and will report back at the September meeting.

Burial fees - Cllr Heavens has looked into costs, which vary greatly with other parishes. It was agreed that this would be reviewed at the next meeting.

Gigabit scheme/broadband.  Cllr Heavens updated the meeting regarding the project.  It was agreed that those who expressed an interest in the scheme are emailed, asking for addresses so this can be further progressed.  Action: Cllr Heavens/Parish Clerk to email Parishioners.
