OSGODBY PARISH COUNCIL

                Minutes of the Parish Council held on 8th March 2021 7.30pm

Online Zoom meeting

 

Present: Cllr M Bodman, Cllr S Masterman, Cllr J Smith, Cllr V Mason, Cllr M Heavens, Cllr A Wilkinson, Ms S Harvey (Clerk). 1 member of the public present.

 

  1. Apologies for Absence

Cllr S Bunney – attending another meeting.

 

Public forum.  The distribution of the village questionnaire and entry into the prize draw was raised as an excellent idea and the findings of the questionnaires were greatly anticipated.

 

  1. Chairman’s and Councillor’s remarks

 

Cllr Heavens raised the issue of the prize draw for the questionnaires and how we were going to organise this and what the budget would be for this. It was agreed that the budget would be set at £35.00. It was further agreed that the questionnaire activity had received a very good response and that we may repeat this again in the future.Cllr Wilkinson commented that some of the responses so far mirrored those that had been collated in 2009, therefore it would be good to have a comparison. It was agreed that the Parish Clerk will make the draw at the next meeting.

 

  1. To receive declarations of interest in accordance with the 2011 Localism Act

 

No items to discuss.

 

  1. Reports from District & County Councillors, Police and the Village Hall, if present.

 

Cllr Masterman reported that the village hall was not likely to be open again until the end of May 2021, following recent flood damage.Currently, quotes have been provided for repairs for the insurance company.

Cllr Bunney had responded to say there are no further updates as to the issues raised in last month’s meeting regarding concerns relating to speeding, road conditions and road signage.

Notification had been received of the death of Cllr John Matthews, Mayor of Market Rasen Town council.  A sympathy card has been sent.

 

  1. Minutes of the last meeting on 8th February 2021 to be approved and matters arising.

 

It was noted that Cllr Bunney was in attendance at the meeting and this was added to the minutes. Minutes were approved

Matters arising: Tom Bell (Electrician) has quoted for maintenance to the electrics for the defibrillator at the village hall. All agreed this work can be carried out.Action: Parish Clerk to arrange for work to be carried out.

 

  1. Planning Matters

 

142182 Jesmond Farm.To erect grain store water lagoon. Approved.

 

  1. Correspondence

 

Land rental – Mrs Johnson would like to continue to rent the land on Top for a further year. Payment has also been received from V Coulby for rent of Sands Lane for a further year.

Planters for the Village Green are ready for delivery on 9th March 2021 and invoice received.

Communication received from LCC regarding updating of plans in the unfortunate death of a senior figure, further information to be received.  

Communication received from Cllr S Bunney – who apologies for been unable to attend tonight’s meeting. Cllr Bunney has not had any further communication from Highways and that he will be taking this further to Mike Davis, the Portfolio Holder. The Clerks of Walesby, Tealby, Market and Middle Rasen Councils as well as Osgodby have expressed interest in getting together to discuss common concerns, with a view to working collaboratively to put forward concerns. A date for this will be agreed.
 

  1. Online meetings – Zoom subscription

 

Information has been received from LaLc regarding continuation of remote meetings.These may not be permitted to continue after 7 May 2021. It was commented that the protocols for holding meetings face to face would require careful management in respect of cleaning routines and sanitizing procedures.

It was discussed that Zoom was ‘user-friendly’ and although other platforms were available, Zoom met our needs. It could also be accessed by parishioners who wished to attend meetings, but were unable to.Cllr Bodman proposed that the Parish Council subscribed to Zoom, Cllr Masterman seconded.Action: Parish Clerk to arrange subscription.

An alternative venue may be required in the short term, if the village hall is not available for use. Discussions were held as to the consideration for arrangements for the Annual Parish Meeting on 24 May 2021 and how this will be managed. Action: Parish Clerk to contact LaLC regarding APM.

 

 

  1. Tenders for grass cutting 2021/2022

It was agreed that we would continue to use Mr Hildred for cemetery. Action: Parish Clerk to contact Mr Hildred.

               

  1. Financial Matters – ratification of payment schedules for February 2021

 

Parish Clerk has contacted a parishioner to audit the 20/21 accounts.

               

£293.06 – Sue Harvey salary £242.19, plus £50.87 expenses.

  1. Village Green

 

The Planters are ready for delivery to Cllr Bodman’s house. Invoice has been received for payment £402.00.

Letter sent to Mr L Brown at Red House regarding issues to do with access across the village green and damage caused. No response has been received as yet.

Concerns regarding the boundaries and state of the green were also discussed.

 

  1. Vacancy – Councillor

 

Expression of interest from one parishioner has now been withdrawn. The vacancy is advertised on the website and posters will be placed on the noticeboards. Action: Parish Clerk to monitor.

               

 

  1. Online Banking

 

The advantages of online banking were discussed for the Parish Council and contractors.  Three options have been researched and information provided to Councillors for review and this will be further discussed at the next meeting.

 

  1. Grant application – Citizens Advice Bureau

 

It was discussed that the Parish Council had spent its allocation of grant money for charities.Action: Parish Clerk to inform.

 

  1. Cemetery bench and gates repairs

 

It was commented that the Cemetery is always kept neat and well presented, but that the bench is in need of repairs and the gates need to be cleaned and possibly re-painted.  Action: Parish Clerk to contact Mr Hildred for a quote.

It was also commented that the pile of earth was an eyesore. Action: Cllr Mason to contact someone who can take this away.  

 

 

  1. To receive an update regarding Rural broadband

 

Cllr Bodman reported that there were no updates on Open Reach for this area, but this does not necessarily mean that this is not coming to the area. Work continues in the village where there are issues with cable laying.Discussions were held as to progress with this and how this impacts on the Gigabit scheme. Cllr Heavens commented that she had a contact in a neighbouring village of someone who organised the scheme and they are now fully connected.Action: Cllr Heavens to send the details to Cllr Bodman to follow up.

 

  1. To receive an update on Cycle storage

 

The application has been sent to Highways for the concrete base to be laid and Street Works permit to be issued to the appointed contractor. Confirmation from Highways has been received of receipt.  Action: Parish Clerk to contact Highways before the next meeting to assess progress.

 

  1. To receive an update on War Memorial

 

Further to the signing of documents for the transfer of land, we are now awaiting completion.  Cllr Masterman is meeting with someone who is interested in submitting a quotation for the works.  This has been held up recently due to work/Covid-19 issues. Cllr Bodman commented that if anyone else knew of people who would be able to quote, to ensure that these were received before the next meeting, so that a decision could be made.

 

 

  1. To receive an update regarding extension to the Cemetery

 

Cllr Smith provided an update. Trustees legally own the land, but Mr Baker can still occupy the land and he is still in a home and unfortunately, is not well enough to look at the legal aspect of this. Concerns were expressed that the issue continues to be ongoing and alternatives to purchasing land were discussed. It was commented that there are available plots in the cemetery that will provide spaces until approximately 2036 and that it would be easy to extend the cremation spaces.  It was suggested that the Parish Council approach Glebe Farm, to see if they would consider selling land, or look at the possibility of using other land owned by the Parish Council.  The matter will be carried forward to the next meeting.

 

  1. To receive an update regarding Schools parking

 

Cllr Heavens reported that she had been in contact with Highways, who have suggested that we contact our County Councillor and propose yellow markings on the road. This was discussed at length and it was agreed that with evidence from the questionnaires, including historic evidence, together with photographic evidence from Councillors and comments from parishioners, Cllr Heavens would be able to put together a proposal. This would be completed once the closing date for the questionnaires had passed (31st March 2021).

The issue of the £5000 grant which had been previously awarded to the school was discussed, however it had been made clear to the school that the grant would not now be provided.

 

The meeting finished at 21.20hrs.
