Minutes of the meeting held 8 February 2021

7.30pm via Zoom

 

Present: Cllr J Smith, Cllr A Wilkinson, Cllr M Bodman, Cllr M Heavens, Cllr V Mason, Cllr S Masterman, Ms Sue Harvey (Clerk), 3 members of the public in attendance.

  1. Chairman’s and Councillor’s remarks

Cllr Mason informed the meeting of flooding issues, Cllr Bunney to pick this up and take forward to Highways.

There is also an ongoing issue with flooding in Washdyke Lane, which Cllr Bunney is aware of.

Cllr Masterman – defibrillator update: The Village hall defib is now registered with the BHF and the pads seem to be out of date. Cllr Masterman will arrange replacement of Pads.

Cllr Masterman also needs to access code to get the ID number – Action Parish Clerk to provide the code and check the expiry date on the pads. The Village hall have now relinquished the responsibility of the village hall defib. The Parish Council will now have responsibility for both defibs.

Cllr Heavens requested the login for LALC.Action: Parish Clerk to send out the login to Councillors.

 

  1. To receive declarations of interest in accordance with the 2011 Localism Act

Cllr Smith declared an interest in PA142328 and will leave the meeting when this is discussed.

 

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Cllr Masterman also reported that the ceiling in the village hall had collapsed due to a leak and the hall will not be available for some time.

Cllr Bunney was welcomed and informed the meeting that the District Council was busy at the moment with budgets and support for business’s through COVID-19. Potholes and speed issues are being worked on, although Highways are slow to respond to requests at the moment. It was proposed that Clerks got together in the next few weeks to work collaboratively in gathering information to present to the District Council. A meeting would then be arranged with Joe Phillips (Highways Director). Cllr Bodman commented that the team carrying out repairs in the last year have responded well in the methods they use.Cllr Mason expressed concerns that Market Rasen would be prioritised over the parish.

 

  1. Minutes of the last meeting on 11th January 2021 to be approved and matters arising

The minutes of the meeting held on 11th January 2021 were approved.

Matters arising: Red House – damage to the village green.Discussions were held as to access across the village green and whether this is linked to the land rather than the house. Cllr Bodman proposed that we ask Mr Brown to provide evidence through his solicitors. It was discussed that we review the original planning application to see whether right of way across the village green was mentioned.

Defib – Cllr Masterman to update regarding registration with The Circuit.

Village pump magazine – Cllr Heavens and Cllr Smith are happy to continue with this project. The magazine looks really good and arrangements are in progress to distribute these. Discussed getting parishioners involved more with this.

Village green planters – Parish Clerk has emailed the company, awaiting response.

 

  1. Planning Matters

APPLICATION REFERENCE NO:142350

PROPOSAL: Planning application for erection of a 6-bay steel framed garage with attached workshop/maintenance bay, for domestic use.

LOCATION: Charity Farm House Top Road Osgodby Market Rasen LN8 3TD

Cllrs to review and get back before deadline date. Cllrs discussed the access to the garage, but would review and forward comments to PC.

APPLICATION REFERENCE NO:142328

PROPOSAL: Planning application to erect 1no. dwelling being variation of condition 3 of planning permission 136994 granted 4 January 2018 - amendment to plans to change the position of the dwelling and garage.

LOCATION: Land South of Cheriton Mill Lane Osgodby Market Rasen LN8 3TB

Mr P Smith was invited by the Chairman to make comments regarding the application.  Mr Smith explained the amendments to move the dwelling forward by 8 metres. It was agreed that this was the only consideration of the application and that closer reference should have been made to the neighbourhood plan in the original application.

Cllr Smith returned to the meeting.

HEDGEROW REMOVAL NOTICE REFERENCE NO:  142385

PROPOSAL: Application for hedgerow removal notice to remove 450m of hedgerow.         

LOCATION: Hill Top Farm Top Road Market Rasen  LN8 3TD

Cllrs discussed the importance of hedgerows in terms of conservation and how they would like this to be replaced.  

  1. Correspondence

 Burial plots – 5 burial plots sold.

Communication regarding land tenancy (Sands Lane). Current tenant now wishes to continue with rent.

Annual Training Scheme £85.00 + VAT (£102.00).It was agreed that this should be renewed.Action: Parish Clerk to complete the form to be completed and returned to LaLc.

Parish Clerk has arranged further support session for new website 23rd February 2021 with Pete Langford.

Grass cutting scheme – Councillors agreed to sign up for the scheme this year which is for £510.87.A Quote has been received from A J Williams and circulated. It was agreed to invite one other contractor to also quote. Action: Parish Clerk to action.

Proposed speed limit alterations A631 – Information has been circulated regarding changes between Middle Rasen to Bishop Bridge.

Sam Marriott – Mother architect – email received asking about comments/detailed minutes on planning applications for Boyles Yard.Cllr Bodman has replied although the email address appears to be inaccurate.

 

  1. Financial Matters – ratification of payment schedules for January 2021 and predicted expenditure for 20/21 to date

Predicted expenditure 20/21: Parish Clerk gave an overview of the predicted expenditure for this financial year.

 

  1. A46-A631 highways – Cllr Bunney to provide information

 

Cllr Bunney reported that Highways are working on proposals for the road junction. Cllr Bunney will provide information regarding these proposals as they progress.

 

  1. To receive an update on Cycle storage

 

It was agreed that this is awarded to NB2.Action: Parish Clerk to send information to highways and order the cycle pods. Cllr Wilkinson to inform NB2 that they have been awarded the contract.  

 

  1. To receive an update on War Memorial

 

Solicitors documents regarding the transfer of land have been signed and sent back to Wilkin Chapman.

The specialist nature of the ironwork was discussed.Action: Cllr Masterman to discuss with AJ Williams and contact any potential contractors.  Parish Clerk to discuss with JB Builders.  

 

  1. To receive an update regarding extension to the Cemetery

 

Nothing to update. Cllr Smith will contact before next meeting.

 

  1. Speed restriction signs within the village – Cllr Bunney to discuss ‘20’s plenty for us’ scheme.

 

Cllr Bunney addressed the meeting.There is great concern with parishes cross the County regarding speeding in villages.This has particularly been highlighted during the COVID-19 situation, where traffic on the roads was at minimum.The ‘20’s plenty for us’ scheme is designed specifically for residential areas, to ensure that large vehicles are not travelling at speed, making the environment quieter and providing a better air quality as well as being better for the community and villages and reducing damage to roads.The District Council are to lobby Lincolnshire County Council to push for changes to be implemented.Enforcement and signage, involving local residents is the key.Road signs will be provided for use in villages, and the use of the Speed watch scheme, involving the Police, ensuring that speed restrictions are working.The timescale of this is not known, however this may be impacted on by the May elections and it is likely that this will be over a couple of years. Information will be sent to Parish Clerks regarding the scheme which will also include traffic parking, correct road widths etc. Work will be required by the Parish Council to engage in this.

Cllrs are asked to provide local knowledge regarding speed in the area, taking everything into consideration that affects the village, including lack of Police presence. The idea is that the minimum limit is 20mph and areas are ‘upgraded’ as necessary, with the key purpose to slow down vehicles.

Comments were invited from residents present at the meeting: Concerns were expressed that it is not just the speed of the vehicles, but the size also, risking accidents and pushing walkers and horse riders onto the grass verge, particularly on Mill Lane.It was also commented that large vehicles should not be traveling down Mill Lane and Lincoln Lane but that there is no weight restriction on these lanes. It was commented that the more online shopping is done, the more vehicles are on the roads.

A letter was written 14th January 2021 by a resident expressing concerns to Highways and highlighting the lack of response to concerns raised previously.Residents discussed that it is not acceptable to have to wait another 2 years for the ‘20s plenty for us’ scheme to take effect. It was suggested that ‘slow down gateways’ on the verges, slow down signs and reduced speed limit signage are required and Highways have suggested that these are requested to the local council.It was commented that signage on Mill Lane used to be in place stating ‘unsuitable for HGV’s’. It was suggested that the Parish Council requested signage along Mill Lane.

It was further suggested that a public meeting was held, virtual if necessary, in May/June 2021.It was agreed that the views of residents need to be collated.

Action: Cllr Bunney to forward concerns raised and feedback to the Parish Council.

 

  1. To receive an update regarding Schools parking

 

Cllr Heavens provided an update.Awaiting update from Transport Services group.

No further update regarding parking, until a decision is made regarding planning.

Questionnaires to be returned by 31st March.Village pump to be printed.

 

  1. Parish Council Facebook Group

 

Cllrs felt that a Facebook page would not be appropriate, although the use of a Forum page through the new website would be a better way of improving communication with parishioners.Action: Parish Clerk to look in to this.
