1.   Welcome from the Chairman and public session - Ref: 19

The Chair welcomed everyone

Speed signs, trees being chopped looking unsightly and path towards woods unkempt. 

2.   Reports from Unitary Councillors, Police & Village Hall if present - Ref 20

Cllr Bunney reported

Community Grant Scheme available. 

Meeting on 18th September 2023 Festival Hall, Market Rasen regarding precept & green bin collections for next year.

Problems with HGV’s creating potholes. It is hoped that potholes will be filled in with a view to the repair lasting up to 5 years.

There are plans to have a vehicle which will drive around and will pick up data and create a map of where the potholes are the worst in the district.

Police have been severely cut back leaving one PC at Market Rasen.

Cllr Trafford reported on behalf of the Village Hall.

The ROSPA review has been carried out on the play equipment.

Village Hall litter pick 21/10/23. Village hall bingo 27/10/23. Field day 29/10/23

4.   To receive declarations of interest in accordance with the requirements of the Localism Act  2011 and to consider any requests for dispensations - Ref 22

5.    Notes of the last meeting held on 10th July 2023 to be approved as the minutes - Ref 23

6.   Clerk’s report on correspondence received - Ref 24

Gigabit scheme is progressing

7.   Planning matters - Ref 25

i.   Application ref: 146910 - Refurbishment & modernisation - Osmond Cottage, Main Street, Market Rasen LN8 3PA

No objections 

ii.   Application ref: 147042 - Change of use of land to allow 10no holiday static caravans to be sited in lieu of 10no touring caravans - Wold View Fisheries, Pelham Road, Claxby LN8 3YR

8.   Finance Report - Ref 26

i.   Schedule of payments and receipts ending 31st August - Ref 27 

It was resolved to approve these as a true record

9.   Feedback from Hill House Presentation.  (Paper from Cllr Brown collating parishioner feedback) - Ref 28

Cllr Brown reported that no further feedback had been received.

Resolved:  Clerk to forward to Mr Pearson information already collated and to put  into the Parish Pump for further interest.

10.   To review and resolve to prepare a tenancy agreements for Sand Lane and land off A1103 paddock - Ref 29

It was resolved that a 2 year lease be agreed for the period 1st April 2023 to 31st March 2025

11.   NS&I Bank signatories - Ref: 30

It was resolved that Cllr Trafford, Cllr Wilkinson & Cllr Boyles be signatories

It was resolved that Mary Williams should be a signatory and have full access to the bank account

13.   Parish Council mobile phone - Ref 32

It was agreed to replace the mobile phone and new contract

14.   To update progress regarding the change of address with HM Land Registry for the Village Green - Ref: 33

15.   Quotes for additional spaces for cremations - Ref: 34

Cllr Slawson left the room.

2 quotes were received. 

It was resolved to accept the quote from NBE Builders Ltd for £1400 + Vat £280

16.   Quotes for mole control in cemetery - Ref: 35

Only 1 quote received

Resolved to accept S R Thompson £250 for the year August 2023 to July 2024

17.   Noticeboards repair - Ref: 36

Cllr Wilkinson had done repairs to the noticeboards in Osgodby and Kirkby with further repairs to be carried out.

18.   LCC Highways Verge agreement - Ref: 37

LCC contribution to the verges had not been claimed. The Clerk to contact LCC.

19.   Questionaire 2023 - Ref: 38

Cllr Wilkinson produced the questionaire and requested Cllrs for their feed back for the next meeting

20.   Councillors/clerk training - Ref 39

The Clerk is to attend the LCC Jadu Skype course in October 2023.

Cllrs were asked to give feedback on any courses they wished to attend

21.   Speed cameras report - Ref: 40

Cllr Fox gave feedback on the speeds in and out of the village. It was decided to look at the cameras to see if any adjustments were required.

Cllr Fox to report back to the next meeting 

22.   Financial Regulations revised - Ref 41

It was resolved to adopt the policy - All in favour

23.   Disciplinary policy - Ref 42

24.   Data protection policy - Ref: 43

25.   Grievance policy - Ref: 44

It was resolved to adopt the policy - All in favour

26.   Dignity at work policy - Ref: 45

It was resolved to adopt the policy - All in favour

27.   Civility and Respect Pledge - Ref: 46

It was resolved to adopt the policy - All in favour
