The meeting opened at 7.30pm
1. Welcome from the Chairman and public session - Ref:67
The Chair welcomed everyone.
Questions raised by the public:
Green spot on tree corner Low Road, Sand Lane road not safe,
Kingerby post box removed, temporary traffic lights Mill Lane new water connection 21--24/11/23, Lincoln Lane petition, Street sweeping,
Flooding Owersby Bridge Road, house flooded at Kirkby
2. Reports from Unitary Councillors, Police & Village Hall if present - Ref: 68
Cllr Bunney reported
LCC were not prepared for the storms.
Residents need to keep reporting problems.
Govt fund available for flood damage to properties.
There are now two Police Constables in Market Rasen
Fly tipping cameras are being put up in various areas.
Cllr Trafford reported on behalf of the Village hall
15th Dec bingo & 100 club draw.
3. Apologies for absence and acceptance of any reasons given - Ref 69
Apologies were noted from Cllr S Slawson
It was RESOLVED to accept the reason for absence.
4. To receive declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations - Ref: 70

5. Notes of the last meeting held on 9th October 2023 to be approved as the minutes - Ref: 71
It was RESOLVED to approve the draft minutes of the last meeting as a true record.

6. Clerk’s report on correspondence received - Ref: 72

7. Planning matters - Ref: 73

8. Finance Report - Ref: 74
i. Schedule of payments and receipts ending 30th October 2023 - Ref: 75
It was RESOLVED to approve the Schedule of Payments totalling £1,735.49.

ii. To discuss budget for 2024/25 - Ref 76
It was RESOLVED to submit the estimate as requested by WLDC to confirm the final figure at the next meeting.

iii. To agree precept request for 2024/25 - Ref: 77
It was RESOLVED to request a precept of £10,000 and was duly signed by the Chairman.
9. Parish Pump distribution - Ref: 78
The concern was that all residents were not receiving the magazine.
It was RESOLVED to bring the parish map to the next meeting.
10. Cemetery Fees 1st January 2024 - Ref: 79
The double depth grave was to be taken out of the cemetery fee charges which were agreed 13th February 2023. No double depth graves were to be sold.

The questionnaire had been put in the Parish Pump with the council’s response to comments received.
12. Councillors training - Ref: 81
Cllr laurence had attended the new Councillors training course
13. NALC PAY award - Ref: 82
It was RESOLVED to accept the new scales
