Minutes of the Osgodby Parish Council held  at 7.30pm at the Village Hall 0n Monday 10th July 2023

Present: Cllr J Trafford (Chair), Cllr A Boyles, Cllr A Wilkinson, Cllr L Brown & Cllr S Slawson

In Attendance: Mrs Williams (Clerk)

1.   Welcome from the Chairman and public session - Ref: 1

The Chair welcomed everybody.

There were no questions raised.

2.   Reports from Unitary Councillors, Police & Village Hall if present - Ref: 2

No one was present.

Cllr Trafford on behalf of the Village hall said that they had bought 7 new tables and  £520 was raised from the village fair . It was hoped to hold again next year. 

3.   Apologies and reasons for Absence- Ref: 3

Cllr K Fox had given her apologies 

4.   To receive declarations of interest in accordance with the Localism Act  2011- being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members Register of Interests - Ref: 4

Cllr Wilkinson - Planning interest

5.   Chairman’s and Councillors’ remarks - Ref: 5

Cllr Trafford had signed gigabit form.  

Cllr Fox was to give the speed camera report at the September meeting

6.   To approve the draft minutes of the Council meeting held on 12/06/23 - Ref: 6 

It was resolved to approve the minutes as a true record

7.   Clerk’s report on correspondence received  - Ref: 7

None received

8.   Planning applications and decisions received - Ref: 8

Application ref: 146874 - Extension of temporary siting of mobile home - Land near Orchard House, Main Street, Osgodby, Market Rasen, LN8 3TB

Cllr A Wilkinson had declared an interest.

No objections were given      

9.   Finance Report - Ref: 9

No comments

i.   Schedule of payments - Ref: 10

It was resolved to approve the schedule of payments totalling £1809.02

10.   Feedback from Hill House Presentation.  (Paper from Cllr Brown collating parishioner feedback) - Ref: 11

Not a lot of response from the public

Resoved: to put on September Meeting

i.   To resolve and agree a response to Mr Pearson (United Health)

Resolved: To notify Mr Pearson that it will be in the parish Pump and on agenda for September   

11.   To review and resolve to prepare a tenancy agreement for Sand Lane paddock - Ref: 12

Cllr A Wilkinson to circulate a template agreement and amend for next meeting

12.   To update progress regarding the change of address with HM Land Registry for the Village Green - Ref: 13

Clerk has written to the Land Registry just waiting for a response

13.   To receive plans for the provision of additional spaces for cremated remains in the cemetery. (Cllr A Wilkinson to provide information) - Ref: 14

Cllr A Wilkinson provided a plan for additional spaces. 

Resolved: To get quotes Proposed: Cllr Brown Seconded Cllr Trafford All in favour

A request had been received to put a plaque on a seat in the cemetery. It was    suggested that the cost would be £50 and measure 6”x3”

Resolved: To contact and confirm. Proposed Cllr Wilkinson Seconded Cllr Slawson All in favour   

14.   Noticeboards repair - Ref: 15

It was discussed that a noticeboard was in need of repair. Cllr Wilkinson offered to look into the repair.

15.   LCC Litter picking kits - Ref 16

LCC had offered to provide 8 complete kits free of charge to keep. These were to be delivered to the Clerk in the next two weeks

16.   Councillors/clerks training - Ref: 17

Cllr L Brown and Cllr S Slawson were interested in the new Cllr training

It was resolved: Clerk to contact LALC to arrange dates.

17.   Next meeting will be Monday 11th September 2023 at 7.30pm - Ref: 18
