1. Welcome from the Chairman and public session - Ref 48
The Chair welcomed everyone
Questions raised by the public
Various hedges in the village overhanging footpaths, sewer on Mill Lane, national speed limit on Mill Lane & footpath from Kirkhill to cemetery needs attention.
2. Reports from Unitary Councillors, Police & Village Hall if present - Ref 49
Cllr Bunney reported:
a.LCC are to put £8.5M towards highways to repair pavements
b.WLDC are increasing penalties on fly tipping and CCTV cameras are to be moved around the area
c. Scampton expected to house between 50 - 3,000 men in the next 15 months
Cllr J Trafford reported on behalf of the Village Hall
Litter picking 21st October, Bingo 7.30pm 27th October & Field day 9.30am 29th October 2023

It was resolved to approve these as a true record.

i. Schedule of payments and receipts ending 30th September - Ref 56
It was resolved to approve the Schedule of Payments totalling £1,173.00

9. LCC Highways Verge agreement 2023-24 - Ref 57
An invoice was submitted to LCC for the contribution for this season
10. AGAR Section 3 - External auditors Report & Certificate 2022/23 - Ref 58
This had been provided to the Cllrs and had been published on the website and noticeboards
11. CIL report for 2022/23 - Ref 59
The Chair signed the report to be submitted to WLDC
12. War Memorial - Ref 60
a. A wreath had been purchased
b.The hedge needed trimming - Clerk to contact Mr Firth re height then contact contractors
c.Steps - no action to be taken
It was resolved to approve

13. Questionaire 2023 - Ref 61
Cllr A Wilkinson provided the responses from the survey. The following were to be put on the village plan to consider further
a.Footpath to the woods
b.Footpath on Low Road to the Bus Stop
c.Seat near to the bike pods
d.Develop an area off the layby at Usselby
e.More information of outlying districts at Council meetings

14. Councillors training - Ref 62
Cllr L Brown requested the dates for the new Cllrs training
Resolved that the Clerk would contact LALC and confirm
15. Parish Council Engagement Session 14th December 2023 - Ref 63
No one was available to attend
16. Gigabit scheme - Ref 64
Openreach confirmed that they would arrange to have the vouchers extended and that works are still ongoing
17. Civility & Respect pledge - Ref 65
The Chair signed the certificate which had been agreed at the September 2023 meeting
