OSGODBY PARISH COUNCIL

Minutes from the meeting held  Monday 17th April 2023, commencing at 7.30pm, Osgodby Village Hall.   

Public forum: 

7.30pm - 07.31pm 

Number of public present: 7: no issues raised. 


1.   Present: Cllr J Trafford (Chair), Cllr K Fox, Cllr A Wilkinson, Cllr A Boyles. Ms S Harvey (Clerk) 

2.   Apologies for Absence none received. Cllr Bunney arrived at 20.15hrs. 

3.   Chairman’s and Councillor’s remarks. Cllr Wilkinson updated the meeting regarding the cycle pods as one had been locked for some time. It was found that there was nothing inside the pod and it was agreed that the lock should be removed. The ongoing flooding on Owersby Road and Washdyke Lane were discussed. Cllr Wilkinson suggested that Highways were approached to see if they could erect a footpath over the floodwater on Washdyke Lane.    

Action: Parish Clerk to ask Cllr Bunney (via Highways). A resident has offered to do the planters on the village green for £10 per planter. 3 planters.  All agreed. 

4.   To receive declarations of interest in accordance with the 2011 Localism Act and to consider any requests for dispensations - None received.

5.   Reports from District & County Councillors, Police and the Village Hall, if present.  Village Hall report - Litter pick 29th April, Coronation event on 8th May 2023 - where parishioners are invited to bring their own picnic and have a ‘tidy up’ of the nature area, as part of the Big Help Out.  Cllr Bunney updated the meeting regarding the finances relating to police and highways. Lincoln Lane - Cllr Bunney has taken photographs of the potholes and will forward this to highways. Washdyke Lane - Highways have placed an order for the road to be jetwashed and look to having an extra drain to flow into the dyke.  They will then repair the potholes.Cllr Bunney will ask about a walkway to help residents and highlighted that he has expressed disappointment at the lack of response from Highways.

6.   Minutes of the meeting held on 13th March 2023 and 27th March 2023 to be approved as the minutes. The minutes were approved. 

7.   Clerk’s report on matters outstanding - An update was provided regarding the letter received by a former Councillor from a resident.  

8.   Planning Matters

APPLICATION REFERENCE NO:146485 PROPOSAL: Application for approval of reserved matters for 1no. dwelling considering access, appearance, landscaping, layout and scale following outline planning permission 140513 granted 30 April 2020. LOCATION:   Land Off Main Street Osgodby Market Rasen LN8 3PA

Agreed response to WLDC - no concerns. Action: Parish Clerk to respond to WLDC as agreed. 

9.   Correspondence - To note general correspondence as per the list provided

Clerk updated the meeting regarding confirmations of attendees and arrangements for the meeting.  Confirmed attendance from: Mr Phillipson (Hill House residential home), Emma Wilson, PC 479 Community Beat Manager, Village Hall Committee, Pegasus Childcare Centre. Osgodby Primary School will send a report. 

Road Safety Partnerships No one available to attend, however the Parish Clerk provided information regarding options that could be taken within the parish, which could be considered. 

Speed camera data received from Machaela Heavens, which was read by Cllr Trafford. Action: Parish Clerk to forward the information to the Safer Road Partnerships. 

There was a request from Machaela Heavens for articles for the Parish Pump to be sent by 23rd April 2023. Action: Cllr Trafford to write the report from the Parish Council.  

Emergency Alert information received and put in the website/Facebook - 23rd April 2023

Parish Clerk reported that of the 6 spaces for cremated remains, there have been 3 enquiries for spaces this week, leaving 3 spaces available for sale.  Action: Parish Clerk to include on the Agenda for June 2023. 

10.   Arrangements for 15th May 2023.

Refreshments (tea/coffee/biscuits), access to the Village Hall from 7.15pm. Advertising & promotion - Website and Facebook as well as notices on boards. Cllr Wilkinson will arrange a banner in the village.  Cllr Trafford will chair the meeting.  

11.   Civility and respect training for Councillors -  an update regarding training was provided by Cllr Fox.  It was agreed that this will be considered in future meetings. 

12.   Financial Matters

i.   Financial Report - PAYE closed off for 2022-23 and Basic Tools moved to the new tax year.  Accounts are almost ready for auditing.  Action: Parish Clerk to contact the Internal Auditor.

iii.   CIL payment April 2023 and allocation of funds (to include previous payments)

Parish Clerk gave a report as follows: CIL payment brought forward from previous years (money already received) £2751.43, which needs to be allocated to a project. WLDC will make a CIL payment before 28th April 2023 as follows: £731.36 - Land at Orchard Close, Osgodby - planning application 141927 for single storey bungalow with associated garaging and amenity space. £1122.48 - Barn at Fish Pond Farm, Fir Park, Usselby - Prior approval for proposed change of use from agricultural building to 3 dwellings. Total £1853.84. Therefore, there will be a total of £4605.27 to be allocated to a project. Any CIL money carried over for 5 years may be reclaimed back by WLDC. We have money going back to 2019, so this does need to be allocated, otherwise we may lose it. 

It was proposed by Cllr Trafford to allocate the £2751.43 to the War Memorial Project Seconded by : Cllr Fox. Action: Parish Clerk to complete the required documentation and forward to WLDC. 

13.   Review of Village Development Plan - Cllr Wilkinson.

i.   To resolve and agree on actions to be carried forward as part of the development plan.  It was suggested that there was a focus at the Annual Parish Meeting on 15th May 2023, to capture residents responses from Kirkby/Usselby, after-which the action plan will be revised. All Agreed. 

14.   Update regarding the Gigabit Scheme 

We now have £121,500 in funding against a target of £123,163 so the gap has closed slightly but we are still £1663.00 short. Cllr Trafford had spoken to the OpenReach contractors, and they are talking about the project going ahead by August 2023.  Question was therefore asked as to why we are still required to pay the shortfall. Action: Parish Clerk to contact appropriate individuals.  

15.   Parking outside the Primary School - Safer Road Partnerships response (Paper circulated - and see note above)  

16.   Grant application form Osgodby Primary School Bee Project

i.   To review the application and resolve to award the grant. It was proposed by Cllr Wilkinson and seconded by Cllr Trafford that the grant payment be made. Action: Parish Clerk to contact the school. 

17.   To review and update the policy for the Cycle pods. Parish Clerk reported that the Policy only states that the pods will be checked every week by a named Councillor, who has since left the Parish Council. It was agreed that the Policy would include any locks being in place for 2 weeks would be removed.  Cllr Boyles will check the pods every week. 

18.   Registered address for the Village Green (HM Land Registry) - Parish Clerk reported that the link sent by HM Land Registry could not be accessed, and given that a new Parish Clerk will be starting, the address will be different, therefore suggested the new Clerk looks into this. All agreed. 

Closed session:

19.   To resolve on whether the Council will go into a closed session to consider the following matters Should the resolution be passed the public (and press) will be required to leave the meeting at this stage. Agreed. 

i.   Review and resolve on the employment terms and conditions for a replacement Parish Clerk/RFO.

Payscale, terms and conditions were discussed as well as training requirements.  Clarification was required from LaLC regarding some of the suggestions made.  Action: Parish Clerk/Cllr Trafford to contact LaLC.  

ii.   To agree a start date and handover procedures. To be confirmed once the terms and conditions are agreed.
