OSGODBY PARISH COUNCIL

Minutes of the Extra Ordinary meeting of Osgodby Parish Council, held on Monday 24th October 2022 commencing at 7.30pm.

 

PUBLIC FORUM

13 parishioners present.

One member of the public asked about the number of permitted dwellings under the neighbourhood plan.  The Parishioner had received advice from planning, stating that the Parish Council, in order to comply with the planning requirements, advise every household regarding any new development.  Cllr Bowley commented that, as far as he was aware, the Neighbourhood plan was referred to and commented on by the Parish Council in responding to planning applications.  

Flytipping on Lincoln Lane.  Action:Parish Clerk to follow up.

  • Chairman’s and Councillor’s remarks
  • To receive nominations for the role of Chair, following the resignation of Cllr M Heavens. Cllr Wilkinson nominated Cllr Bowley, seconded by Cllr Trafford.

ii.   To resolve to appoint a Chair to the Parish Council.

     It was agreed that Cllr Bowley is nominated for the role of Chair.

 

  • To review Councillor vacancies.  We have 3 vacancies. The Parish Clerk updated the meeting regarding the process.  The parishioner who expressed an interest in the role could not be co-opted until after the final date for the calling of an election, which is 25th October 2022.  Therefore this will be carried forward to the meeting on 14th November 2022.  

 

  • To receive declarations of interest in accordance with the 2011 Localism Act and to consider any requests for dispensations. Cllr A Wilkinson – planning application 145623 – Neighbouring property.

 

  • Reports from District & County Councillors, Police and the Village Hall, if present

Nothing to report from the Village Hall.  Litterpick went well, less litter than expected.

 

  • Notes of the meeting held on 26th September 2022 to be approved as the minutes

These were approved.  Cllr Smith requested that a copy of the  confidential minutes held on 26th September 2022  be circulated. Action: Parish Clerk.

 

  • Clerk’s report on matters outstanding

Village green parking signs – Discussions were held regarding the signage and some parishioners also expressed their views.  It was suggested that 3 councillors wrote to the Parish Clerk to rescind the decision to purchase the signage.  Parishioners questioned whether or not the signage would stop parking.  It was also commented by Cllr Smith that one of the purposes of the signs was to stop people parking on the village green, which may block access to Mr & Mrs Browns land. It was agreed to defer the matter to the next meeting.  

 

  • Planning Matters
  • APPLICATION REFERENCE NO:145623

PROPOSAL: Planning application for change of use of barn & stable to 1no. dwelling including two storey rear extension and new highway access, and erection of single storey stables - resubmission of 144998, Land adjacent to Red House Main Street Osgodby Market Rasen LN8 3PA

Cllr Wilkinson unable to comment under the 2011 Localism Act and had declared an interest.

Cllr Smith commented and asked whether this would impact on the growth from the Neighbourhood plan.  The Parish Clerk read the response provided to WLDC in respect of the first submission.  

 

ii     To resolve an agreed response which will be sent to WLDC.

Following discussions, it was agreed that a draft response would be circulated and discussed at the next meeting.  The Parish Clerk informed the meeting that this would be too late for the required response deadline.  Cllr Bowley requested an extension to the response date.  Action: Parish Clerk.  

 

  • Correspondence - To note general correspondence as per the list provided

Cllr Bowley provided information regarding the condition of the church at Usselby, as well as the derelict buildings at Rectory Farm.  Action: Parish Clerk to follow up and look at which organisations were responsible for the maintenance of the buildings.  Action: Parish Clerk.  

Bridleway reference 92 - The Chase.  Right of Way – it had been reported that the field had been ploughed too close to the edge and this was blocking access.  

Although information had been received regarding the repair of the bridge in Kingerby reference 90, this had not been started as yet.  Action: Parish Clerk to follow up.

  • i To discuss repairs required to the sign near Gullham

Cllr Wilkinson outlined the purpose of the sign, which is of historical interest.  The sign is located high on a tree on the corner of the junction to Gullham Lane and is in a state of disrepair.

ii To resolve to correspond with the owners of the sign regarding its condition.

It was confirmed that TrueLove’s own the land. Proposed:  Cllr Bowley, Seconded: Cllr Wilkinson.  Action: parish Clerk to contact Trueloves.

 

  • i Resolution to sign up to the Civility & Respect project

      The Parish Clerk read the purpose of the Civility & Respect project to remind everyone of the purpose.

It was proposed by Cllr Bowley that the Parish Council sign up to the project. Seconded Cllr Trafford.  Action: Parish Clerk to complete the appropriate documentation and look at training for Councillors. 

 

*It was suggested that Agenda items 14, 15, 16 and 18  were defered to the next meeting.  Due to ill health, the Parish Clerk had not had the opportunity to meet with the former Chair to review these points, although the former Chair had circulated the information to Councillors.  Cllr Bowley commented that he was having issues using GMail and had not received the papers.  Cllr Wilkinson was also experiencing simiar problems. Action: Parish Clerk to include these items in the November Agenda and re-circulate papers.  

  • i To receive an update to the community action plan and identify any actions that need to be carried forward to the next action plan.

  • i To discuss and agree the consultation for the next action plan

iiTo resolve the agreed consultation content and method

  • iTo resolve to proceed with the LaLC Audit

 

  • To discuss and agree the arrangements for Remembrance Sunday 13th November 2022.

Building work is due to be completed prior to this date (Deadline 5th November 2022).

Carole Bodman has agreed to play the ‘last post’. Cllr Bowley asked the Committee for ideas about the format for the event and he will read out a passage for the event. People to meet at the memorial at 10.50am.  Action:  Parish Clerk to confirm that Carole can attend and ensure notices are placed on Facebook and the website.

i To resolve to purchase a wreath. The cost this year will be £20.00.  Proposed Cllr Bowley, seconded Cllr Trafford. Action: Parish Clerk to purchase.  

 

  • i Update of Policies – to review and resolve to adopt the policies presented. *(See comment above)

 

  • i. To receive an update to the prescriptive access meeting held on 5th October 2022

Cllr Bowley updated the meeting regarding the discussion and agreement of access.  All Councillors were in agreement of the terms of the agreement.  

ii To resolve an agreed approach regarding the next stage.

Solicitors acting on behalf of Mr & Mrs Brown, Bridge McFarland, to draw up a legal agreement, which can then be sent to the appointed Parish Council solicitors. Action: Parish Clerk to inform  Bridge McFarland and look into legal support and costs to the Parish Council.

One parishioner asked about the visibility issue around the corner and how this impacts on vehicles using the village green and whether Highways had been notified.  Cllr Bowley responded that this had not been considered and Highways have not been approached.

 

  • To receive an update regarding the Gigabit scheme.

Parish Clerk updated the meeting as follows: Email received from Wendy Sycamore 21.10.22  As of today we have £89,000 in issued vouchers (i.e. people have validated them) against a target of £123,163.  We have £37,000 in funding waiting to be validated. OpenReach have emailed all the people who we are still waiting for and asked them to check their inboxes/junk mail for the DCMS email. People have until the beginning of November to get them validated.  A further update will be provided.

Parish Clerk requested one of the Councillors acts as a Community Lead to sign the contract, Cllr Bowley agreed he would do this. Action: Parish Clerk to inform OpenReach of the appointed Community Lead, request names of properties that had not yet validated vouchers and promote on Facebook/website.
