        Minutes of the meeting held on Monday 10th January 2022 in the Village Hall, commencing at 7.30pm

                                                                                                                                                                       

Present – Cllr M Bodman (Chair), Cllr M Heavens (Vice-Chair), Cllr S Masterman, Cllr J Smith, Cllr A Wilkinson, Ms S Harvey (Parish Clerk)

In attendance – Emma Devlin (Lincolnshire Police, Community Beat Manager) & PCSO Neal Evans, Cllr S Bunney.

 

Public forum: 18 parishioners in attendance.

One parishioner asked about the recent installation of the cycle pods.  Cllr Bodman updated the meeting as to the situation, where the company will replace some of the pods free of charge and the Parish Council will contribute towards the cost of replacements. Hopefully, the project will be completed by the Spring. 

One parishioner spoke about the issues of school pickup/drop off times and the road is too narrow for the amount of traffic on Mill Lane.

Cllr Masterman expressed concern regarding the amount of dog faeces around the playing field.

Cllr Wilkinson informed the meeting of progress regarding the footpath to A46 and had met someone who was able to move forward with this.  Cllr Bunney confirmed that the County Councillors fund would contribute towards this and he would lobby for this on behalf of the Parish. The approximate cost for a tarmac path would be £12,000 for the materials, which the Parish Council would meet.

  1. Chairman’s and Councillor’s remarks

Cllr Bodman spoke about the Speed warning devices. These can now be ordered. Action: Parish Clerk to contact Elan City, the identified supplier, and order 2 solar panel devices

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Police - PC Devlin identified that there were no specific concerns that she was aware of in this particular area, although reporting was an issue for members of the public.

One parishioner was concerned at reports of suspicious individuals in the Rasen area, with one gentleman approaching people for money, particularly in Osgodby woods.The Police are aware of this.There are also issues around drugs and rising issues involving activity at a specific address.

Cllr Bodman asked if channels of communication could be improved.We are receiving monthly newsletters now and one parishioner requested that this was included in the Parish newsletter. It was also discussed that a link can be put on the website.Action: Parish Clerk.

Cllr Bodman also requested that these was more of a police presence in the area, and that there had been an increase in fly tipping in the local area. Cllr Bunney reported that there are some prosecutions in the pipeline. PC Devlin asked about speeding in the area, parishioners gave an account of the issues in the area.Cllr Bodman discussed that the Parish Council are in the middle of installing speed cameras in the village, which will record the speed of vehicles.

Cllr Bunney reported that there are concerns regarding funds for highways maintenance and the recent impact on loss of funds for this.LCC are petitioning the government to recover £12M and a website is available for comments, which can be found at https://www.lincolnshire.gov.uk/highways-funding/fix-our-funds-to-fix-our-roads ‘Fix our funds to fix our roads’. Cllr Bunney commented that some road repairs were carried out by utility companies, which were not always of good standard. The shortage of funds is evident across the County.One Parishioner asked about damage to cars because of potholes – Cllr Bunney advised that any claim can be made to LCC.

Cllr Bunney also informed the meeting of the new calculations for Council Tax, where increases were being made to fund social settings.Cllr Bunney will forward the email to the Parish Council for circulation. Cllr Masterman spoke about the damage caused to vehicles that had hit the soft verges on Top Road and that Highways will lay stone in the ruts to support the verges.Traffic cones had also gone missing to warn drivers of the hazards.Cllr Bunney advised that the works are scheduled. At District level, Fly tipping is high on the agenda as well as implementation of the new waste disposal bins.

Cllr Bunney has also been involved in the issue of parking on Main Street and is in discussion with Highways regarding concerns raised.Cllr Bunney has circulated letters to residents asking for comments, these will be collated and a subsequent separate meeting held to discuss, where residents, Parish Council, Pegasus Nursery, Osgodby Primary School and Parent Teachers Association will be invited.It was suggested that a separate meeting needs to be held in 3 or 4 weeks’ time, or after the next PC meeting, once the summary report can be made available. Cllr Bodman invited comments from members of the public and parishioners spoke about their experiences with child safety being the main concern.It was agreed that the issue was a concern even before the builders were on site at the school.Cllr Bodman commented about the parking space available at the village hall and possible options for use.

Village Hall – Cllr Masterman advised on a Bingo night in April and that the Panto had been put on hold again, due to Covid. It is hoped that it will take place in December 2022.

 

  1. Minutes of the last meeting on 8th November 2021 and 13th December 2021 and matters arising

Neighbourhood plan – Names have been circulated of those who were involved at the previous review.

Appointment of a new Councillor – Cllr Bodman has approached a parishioner who had previously expressed interest, however this will be carried forward to be considered in the future.

Councillors email addresses – Cllr Bunney reported that there were no plans in place for email addresses to be set up by WLDC, therefore Councillors need to set up individual gmail accounts for Parish Council work only.Action: Parish Clerk to circulate ‘how to’ information to Councillors, who will set up accounts by 1st February 2022.Updated email addresses can then be included in the Parish Pump and website.

Broadband update – Cllr Heavens reported that the Engagement officer is being invited to the next meeting. Action: Parish Clerk to send a formal invitation.

Letter received from a parishioner; response provided.

Burial plot sales – 9 burial plots had been reserved in the cemetery.

Subscription for green waste bins is due £39.00 per bin (x4), which as been renewed.

Email received from parishioner regarding the condition of the verges and resulting blocked drain on Low Road by the new development site.Parish Clerk has met with the developer regarding this.

Manor Farm – Cllr Heavens has received communication from Mr Grey.   Nothing to update at present, but that we would be updated regarding progress as appropriate.

The final documents have been reviewed and signed at this meeting.Action: Parish Clerk to forward these to WLDC.

 

  1. Review of Neighbourhood plan

Cllr Bodman felt that we may have problems attracting parishioners however this could be promoted in the parish pump and Facebook page, and also include those who were previously involved, with the notation that we may need to employ the services of an external agency to review with the possibility of linking with other parishes.It was felt that there was not much that needed to change, but that it was appropriate to review. Cllr Bodman asked for any volunteers to come forward.Mr Chester has been in contact with Heather Muddiman, who chaired the previous review would be happy to be involved. Mr Chester will pass on details to Parish Clerk.

 

  1. War memorial – repairs to the railings

Awarding of the contracts as follows: Landscaping and repairs to the memorial lettering to include lettering of the garden for

cremation sign, contracts have been awarded.

Railings – it was very difficult to find someone to take on this job, however Hobson Kauss have provided 3 options which were circulated and reviewed along with costings.It was agreed to go with Option 1 Action: Cllr Smith to contact the company and ask them to email designs.

Mr Firth to be advised of the dates for work.

 

  1. Parking on Main Street and update of Highways issues.

Parking on Main Street – date to be decided to hold a meeting to discuss specific issues.

Mill Lane – HGV signage – raised from previous meeting – there was a discussion around the vehicular use on Mill Lane and it was agreed that more specifics were required, so the parish council could address these with identified hauliers.

A Register of attendance will be made available at each meeting, to be signed by Councillors at meetings to confirm attendance, and to record apologies and reason for nonattendance.
