OSGODBY PARISH COUNCIL         

Minutes from the meeting held Monday 9th May 2022 commencing at 7.30pm

In the Village Hall     

Public forum:

A resident from Osgodby enquired about whether parking was permitted on the village green, which was responded to by Cllr Heavens.  It was commented that there are no notices for parking, and that parking had been permitted in the past.  Cllr Heavens asked that this issue be carried forward to the next meeting as there was clearly clarity required.  

A request was made to put the agendas on the website, which the Parish Clerk confirmed they were, however there are issues with the website. Parish Clerk to check this.  A request was also made for the Parish Council to publish the notes of the meeting prior to them being ratified.  It was agreed that notes will be put on the website.

One parishioner asked about the speed devices and whether data was recorded.  It was commented that the poles were put up in accordance with the safety road partnerships and that data was recorded.

  1. Chairman’s and Councillor’s remarks

Cllr Masterman has been asked by the Village Hall Committee, whether everyone gets their Parish Pump magazine, and that there is always a spare copy in the Post Office.  Distribution is dependent upon volunteers and some parishioners may get their copy at different times. It has also been reported that the homeless man had allegedly attacked a walker in Willingham Woods recently.

  1. Acceptance of the new Councillor code of Conduct

Cllr Heavens proposed that the Council adopted the Code. Councillors to sign the declarations provided and Parish Clerk to return these to the Monitoring Officer WLDC. Unanimously agreed.

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Cllr Masterman reported that the recent Field day took place successfully.

The Pantomime will not take place as there has been no further response. Cllr Masterman was thanked by her hard work recently and that it was disappointing that this could not happen.

  1. Minutes of the last meeting on 11th April 2022 to be approved and matters arising.

           Minutes of the meeting were agreed.

Matters arising - Cycle pods – Cllr Heavens updated the meeting regarding the current situation and agreed to look further into a larger size pod.  

Cllr Wilkinson reported on difficulties returning the collection of the unneeded pods and was in contact with the company to resolve this.

A Policy for management of the pods is required. Action: Parish clerk to have some signage made up, advising of the previously agreed policy.

Sand Lane footpath update – Cllr Johnson provided detailed information including 3 options for consideration, together with information regarding the ongoing parking problems outside the school.  Funding may be available to improve the overall safety issue if these projects are put together. Cllr Johnson proposed that after receiving the report, that construction costs are investigated and reported back at the earliest opportunity and that this is then referred to Cllr Bunney for support at County Council level and with the highways team. Cllr Heavens thanked Cllr Johnson for the comprehensive information presented. Cllr Heavens seconded the motion, all unanimously agreed. Action: Parish Clerk to advise councillor Bunney.

Attendance at Petwood Hotel for LaLC Annual Networking Day, Woodhall Spa 6th July 2022, Cllr Masterman and Cllr Heavens to attend. Parish Clerk to book.

  1. Planning Matters

APPLICATION REFERENCE NO:           144690

PROPOSAL:      Planning application to remove farrowing house, nursery building and dutch barn and erect 4no. pig finishing houses, a lairage, 2no. nursery accommodation buildings, 2no. slurry stores, 7no. feed bins, electricity substation and farm track to adjoin the A1103 - being variation of conditions 2 and 5 of planning permission 139649 granted 21 May 2020 re: demolition and construction dust management scheme and new access.

Motion to offer no comments to WLDC regarding this application. Agreed unanimously.

 

            APPLICATION REFERENCE NO:           144728

            PROPOSAL: Outline planning application to erect 4no. dwellings with all matters reserved       

            LOCATION Land off Main Street Kirkby Cum Osgodby Lincolnshire LN8 3PE

            APPLICATION TYPE:    Outline Planning Application

            APPLICATION CATEGORY:      Minor - Dwellings

             Response to WLDC by 31st May 2022

As this is an outline application. Councillors discussed the impact of the application and required to review the Neighbourhood plan. Motion: submit comments to the clerk by 23rd May 2022, to be reviewed at the meeting on 13th June.  Action: Parish Clerk to request an extension.

 

  1. Correspondence         

Cemetery grass cutting. The Parish Clerk gave an overview of the current situation. Motion – in light of the revised quote, it was proposed that this was re-tendered, together with tenders for the removal of moles.   Agreed unanimously.

Request for street sweep and verge cutting, Usselby - Cllr Heavens offered to email the parishioner and is happy to support concerns raised.

Letter received from the Armed forces community advice services seeking donations to support their work.  Action: Parish Clerk to send the Grant Application form.

CHM quotes for work to landscape the war memorial – CHM are looking into this following 3 different quotes received to clarify the cost.

Cllr Smith had received an email from HM Land Registry regarding the update of the permissive easement information, which was discussed.

           

  1. Financial Matters – ratification of payment schedules for April 2022

Bank Statements:

Current account: £27479.70

Business reserve: £16342.82

Business reserve: £540.10

Payment schedule was circulated and agreed.

 

  1. Update to parking on Main Street, Osgodby

Cllr Masterman and Cllr Johnson met with representatives from the school and Pegasus following the public meeting.  The school has issued a letter to staff and parents, explaining the safety issues and there has subsequently been a reduction in the amount of double parking.  It was agreed that there was no point in reviewing lighting at the moment, as this really only affected staff, and they were not engaging in parking at the village hall.  The other issue was around the widening of the footpath and the reinstatement of the lining in the lay by. Cllr Bunney is not able to get a response as to when the lining will be reviewed.  The school were thanked for putting out the letter, which has brought about a change in parking behaviour, which is a positive move forward.  Cllr Heavens expressed her thanks for the work that Cllr Johnson and Cllr Masterman had taken in this project.

  1. Update to Access to footpath 91

Cllr Heavens updated the meeting. The matter has been referred to and is being handled by the footpaths officer, following a report from the Ramblers Association of the route being blocked.  There is a link on the Facebook page for parishioners to make comments, should they wish to.  

  1. Update to the Gigabit scheme

Cllr Heavens is in communication with Openreach, awaiting an update.  

Pegasus will not be part of the scheme, as they are next to the school that has full broadband. 

  1. Councillor training

Cllr Johnson and Cllr Heavens enjoyed recent training, which was fed back to Councillors.  Notes from the meeting were circulated and actions to bring the current processes into line with legal requirements were discussed and agreed. It was also proposed that a full audit will be requested by LaLC in June 2022 to ensure policies and procedures are in place. Unanimously Agreed.

Cllr Johnson requested that where issues are complexed, a written report, rather than verbal, is provided so there is no missing of detail within the information shared. Motion clarified that a written report should be accepted, seconded: Cllr Heavens. Unanimously agreed.
