Minutes of the meeting held in Osgodby Village Hall, 14th March 2022 at 7.30pm   

 

Present: Cllr M Bodman (Chair) Cllr M Heavens, Cllr J Smith, Cllr A Wilkinson, Cllr S Masterman, Cllr I Johnson, Ms S Harvey (Parish Clerk)

There were no comments from the public .

  

  1. Apologies for Absence

Cllr Bunney sent apologies for absence, due to attendance at another Parish Council meeting. Cllr Bunney did send updated information regarding several issues, which will be read out by the clerk.

 

  1. Chairman’s and Councillor’s remarks

Cllr Heavens received a phone call from WLDC regarding the bus stop at Usselby. A timeframe could not be given but the issue is still live. An e-mail had been received from David Chambers (Parishioner), he attended the planning committee regarding the planning application at Jesmond Farm. Objections were unsuccessful and planning went through. Cllr Heavens followed this up, but did not get an answer.Parish Clerk updated the meeting on behalf of Cllr Bunney, regarding the smells from the farm. One parishioner commented that the approval of the silo’s was on the condition of timed deliveries and offered to send photographs of lorries delivering when they should not have been on site and another Parishioner commented on the state of the roads around the pig farm.

Cllr Masterman reported that road repairs had now been completed on A1103 but reported Fly tipping on the West Rasen Road, although this was on private land.Action: Parish Clerk to report this through to report on fix my street.

Cllr Bodman has contacted , Hodson & Kauss regarding completion of the railings around the War Memorial, which will hopefully be w.c 28th March. The Radar speed signs have also been received and will be checked by Cllr Bodman before payment is made. The Cycle pods company had picked up 2 pods. Action: Parish Clerk to contact Cyclepods and arrange a delivery date for the replacements.

 

  1. To receive declarations of interest in accordance with the 2011 Localism Act

  1. Reports from District & County Councillors, Police and the Village Hall, if present

Village Hall report: Cllr Masterman reported ongoing problems with people not picking up dog faeces, particularly around the village hall and that the introduction of a ‘by law’ is being considered regarding this. There will be a litter pick on 23 April 2022, all

welcome at 10am. There had been some vandalism recently at the village hall.There is no update on the woodland area project. One parishioner is interested in getting people together to improve this, but this has not gone any further forward. A Field clear up day is to be organised which may contribute to improving the woodland area.

 

  1. Minutes of the last meeting on 14th February 2022 and 3rd March 2022 and matters arising

The minutes of the meeting held on 14 February 2022 were approved, all agreed.

There are aspects of the minutes of the meeting held on 3 March 2022, which require review, particularly regarding the closed session.It was agreed that this would be discussed in the closed session at the end of this meeting.

Matters arising- Update to broadband Cllr Heavens reported that all leaflets have gone out, and needs to speak to Pegasus and the Post Office regarding connection. There have been a further 9 responses so far. The leaflets were sent to those who would be eligible or on the original quote.Openreach will then contact individual properties.1 parishioner expressed an interest in the scheme.

 

  1. Correspondence

All correspondence had been circulated.The Parish Clerk updated the meeting as to concerns raised by a Parishioner, who had reported that soil from a newly dug grave had been piled on top of a family grave.Parish Clerk had liaised with Marshalls, who had apologised.Once the soil had been removed, this was inspected and left in good order.

  1. Planning for AGM – 23rd May 2022

It was agreed that the following organisations would be invited to the AGM.

Pegasus, School, Village hall, Police.

It was also discussed to provide an update to questionnaires and display‘You said we did’ information.It was also agreed to provide refreshments. Action: Parish Clerk to send out invitations.

 

  1. Councillor training

Cllr Bodman reminded Councillors that there are lots of courses available on line and face to face, and to keep up to date with current issues.These can be booked through the Clerk.Whilst it is sometimes difficult to attend due to other commitments, please share information to other Councillors so that everyone benefits.

 

  1. To review the options for provision of a footpath from Sands Lane to A46

It was discussed that the path to Market Rasen is particularly hazardous as well as the requirement for a more suitable path from Sand Lane to A46.  Discussions were held as to how this could be moved forward.  One consideration would be through the Minor works scheme, and it may be a good idea to get quotes from contractors and contact Highways to make footpaths safer, particularly for mobility scooters.

 

The following business was discussed in a closed meeting.

 

  1. To agree the tenancy fees for 2022/23 for Sand Lane and Top Road.

The tenancy fees were reviewed and rates for 2022/23 agreed.  Action: Parish Clerk to send out new agreements to tenants.

 

  1. To finalise and agree the response in relation to Red House.

Accuracy of the minutes of the meeting held on 3 March 2022 was discussed and agreed.

The information compiled to send to the Solicitors has been reviewed and would be sent through the Parish Clerk. Action: Parish Clerk to contact the appointed Solicitors.
