1.   Election of Chair - Ref: 24/1

Cllr J Trafford nominated by Cllr A Wilkinson. Seconded Cllr K Fox. All in favour

Resolved Cllr J Trafford to be Chair for the coming year and signed the acceptance of office.

2.   Election of Vice-Chair - Ref: 24/2

Cllr A Boyles nominated by Cllr K Fox. Seconded Cllr A Wilkinson. All in favour

Resolved Cllr A Boyles to be Vice-Chair for the coming year and signed the acceptance of office

3.   Apologies for absence - Ref: 24/3

Cllr S Slawson - no apology received.

4.   To receive declarations of interest in accordance with the 2011 Localism Act - Ref: 24/4

None received

5.   To approve the draft minutes of the meeting held Monday 8th April 2024 - Ref: 24/5

It was resolved to approve the minutes as a true record. Proposed Cllr J Trafford. Seconded Cllr A Boyles. All in favour

6.   Chairman’s comments - Ref: 24/6

The Chair had received correspondence from a resident to be put to Cllr S Bunney

7.   Clerk’s report on matters outstanding - Ref: 24/7

Land Registry correspondence address for the Village Green has been changed

8.   Attendance of representative from Openreach regarding broadband - Ref: 24/8

Chair closed the meeting 7.45pm as per standing orders.

Wendy Sycamore reported that only half of the village was currently up and running. This was due to a fault in the network near Grimsby which was a result of  theft of the copper line that had damaged the network. This had been fixed Sunday 19th May 2024 and the broadband should be available in the next 3 to 4 weeks. There are two cables which run to the village that is why only half the village was connected.

Public concerns were put forward and Wendy took details to get back to them. 

9.   Reports from District & County Councillors, Police and the Village Hall, if present - Ref: 24/9

Cllr Trafford reported on behalf of the Village Hall that the Fete was on the 8th June 2024. Any help would be appreciated by residents.

Cllr Bunney reported that the Sand Lane road was still ongoing. A resident had requested if Top Road off Mill Lane could be widened. Cllr Bunney asked for the Clerk to email him.

10.   Allocation and confirmation of Councillor roles as follows: Ref: 24/10

i.   Management and collation of information for the Speed devices

11.   To review and resolve to agree the proposed dates for meetings 2024 - 2025 - Ref: 24/11

Dates were reviewed and it was resolved to accept

12.   Finance report - Ref: 24/12

i.   To approve the Year end Balance sheet 2023/24 - Ref: 24/13

It was resolved to approve as a true record. Proposed Cllr J Trafford. Seconded Cllr A Wilkinson. All in favour.

ii.   To approve the Asset Register 2023/24 - Ref: 24/14

It was resolved to approve as a true record. Proposed Cllr J Trafford. Seconded Cllr A Wikinson. All in favour

iii.   To execute the Certificate of Exemption AGAR Form 2 2023/24 - Ref: 24/15

Agreed to execute. Proposed Cllr J Trafford. Seconded Cllr A Wilkinson. All in favour

iv.   Annual Internal audit report 2023/24 - Ref: 24/16

It was resolved to approve as a true record. Proposed Cllr J Trafford. Seconded Cllr A Wilkinson. All in favour.

v.   Annual Governance Statement Section 1 2023/24 - Ref: 24/17

It was resolved to approve as a true record. Proposed Cllr J Trafford. Seconded Cllr A Wilkinson. All in favour.

vi.   Accounting statements Section 2 2023/24 - Ref: 24/18

It was resolved to approve as a true record. Proposed Cllr J Trafford. Seconded Cllr A Wilkinson. All in favour.

vii.   To receive a report on current financial matters - Ref: 24/19

Reports had already been sent to Cllrs

viii.   Ratification of payment schedule - May 2024 - Ref: 24/20

It was resolved to approve the payments of £944.04 previously sent to Cllrs. Proposed Cllr J Trafford. Seconded Cllr K Fox. All in favour

13.   Planning Matters - Ref: 24/21

i.   No planning applications received

14.   Renewal of Insurance policy - Ref: 24/22

The Clerk had reviewed the policy with Zurich which resulted in a lower premium.

15.   Bells Almshouses - Medley Trust (payment) - Ref: 24/23

The interest had been paid to Bells Almshouses last year instead of the Church.

It was resolved that the Clerk contact Bells Almshouses

16.   Cemetery - Ref: 24/24

It was discussed that land would need to be purchased to extend the cemetery. As new rules came into force from October 2023 in relation to cemeteries with regards to groundwater a survey would need to be carried out on the adjoining land.

It was resolved that the Clerk should get further information on the cost of a survey.
