Minutes of the Osgodby Parish Council meeting held at 7.30pm at the Village Hall on Monday 12 February 2024

Present: Cllr J Trafford (Chair), Cllr A Boyles, Cllr A Wilkinson, Cllr K Fox, Cllr L Brown

1.   Welcome from the Chairman and public session - Ref: 102

The Chairman welcomed everyone.

Gigabit scheme - Cllr Trafford contacted Wendy Sycamore from Openreach who informed that the system had been damaged and should be fixed before end of next week. - Cllr Trafford to monitor.

Sand Lane - still ongoing - Cllr Boyles to chase

2.   Reports from Unitary Councillors, Police & Village Hall if present - Ref: 103

Cllr Trafford reported on behalf of the Village Hall.

Litter pick 20th April 10am.  Tidy grounds 28th April 9.30am

Fashion show date to be confirmed.

Cllr Bunney - Reported on the flooding on A46 - Not clear whose responsibilty it is.  

West Lindsey to introduce larger skips.

3.   Apologies for absence and acceptance of any reasons given -Ref: 104

Cllr S Slawson - no apology received.

4.   To receive declarations of interest in accordance with the requirements of the Localism Act  2011 and to consider any requests for dispensations -  Ref: 105

None received

5.   To approve the draft minutes of the Council meeting held on 8th January 2024 - Ref: 106

It was resolved to approve these as a true record.

6.   Clerk’s report on correspondence received -  Ref: 107

None received.

7.   Planning matters - Ref: 108

None 

8.   Finance Report - Ref: 109

i.   Accounting statements for the period ending 31/01/24 - Ref: 110

It was resolved to approve these as a true record.

ii.   Schedule of payments - Ref: 111

9.   LALC - Membership & training subs 2024 - Ref: 112

Resolve to defer to the next meeting

10.   Garden waste service 2024 - Ref: 113

It was agreed to renew the number of green bins, three for the cemetery and one for the village green the same as the previous year.

11.   Defib maintenance - Ref: 114

West Lindsey DC have taken over the maintenance of both defiibs as of the 1st February 2024

12.   Flooding on A46/Park Rd Junction - Ref: 115

Claxby Parish Council have been in contact to inform  the Council that they have contacted Ancholme Drainage Board to find out if they can help with the problem and will keep the Council informed.

13.   Speed cameras report - Ref: 116

Cllr Fox gave the 3 monthly report. As the results are consistent it was decided to move the report to every 6 months. 

14.   Nat West Bank arrangements - Ref: 117

It was decided to carry on with the current bank in the meantime until the new banking hub was opened at Market Rasen.

15.   Land Registry - Village green - Ref: 118

It was approved to arrange for the Clerk to change the address with the Land Registry to the Clerk’s address as it was currently in the address of a previous Clerk

16.   Stile - Village green - Ref: 119 

It was discussed that the stile was in need of repair and Cllr L Brown volunteered to do it.

17.   Cemetery fees - Ref: 120

The Chairman proposed to go into closed session to discuss a request for a memorial.

It was proposed to accept that the kerb stones be re-instated and the headstone to comply with the Councils criteria.
