Minutes of the Osgodby Parish Council meeting held at 7.30pm at the Village Hall on Monday 8th January 2024.

1. Welcome from the Chairman and public session - Ref: 84
The Chair welcomed everyone.
The Gigabit scheme was raised as it was unclear from Openreach as to the actual roll out.
2. Reports from Unitary Councillors, Police & Village Hall if present - Ref: 85
Cllr Bennett attended on behalf of Cllr Bunney to discuss the report provided by Cllr Bunney which was handed out to discuss.
Issues reported were various areas of flooding in the parish
Claxby Rd, End Park adjoining A46
Owersby Bridge Road, Main St Kirkby
Lincs Police sent a report on policing in area
Cllr Trafford reported on behalf of the Village hall
The Christmas bingo successful. Future events are a fashion show, bingo & tidying of the hall.
3. Apologies for absence and acceptance of any reasons given - Ref: 86
Apologies were noted from Cllr K Fox.
It was resolved to accept the reason for absence.
4. To receive declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations Ref: 87
None received
5. To approve the draft minutes of the Council meeting held on 13th November 2023 Ref: 88
It was resolved to approve these as a true record.

7. Planning matters - Ref: 90
i. Application ref: 147690 - Proposal to alter and extend dwelling to create an annexe being removal of condition 2 of planning permission 96/P/0805 granted 16 January 1997 - Location: Ten Acres Top Road Osgodby LN8 3TG - Ref: 91

ii. Application ref: 147602 - Proposal Outline planning application for 1no. Dwelling with access to be considered and not reserved for subsequent applications. Location: Land to the rear of Nashs Row Main Street Osgodby LN8 3TA - Ref: 92

8. Finance Report - Ref: 93
i. Accounting statements for the period ending 31/12/23 - Ref: 94
It was resolved to approve these as a true record

ii. Schedule of payments - Ref: 95
It was resolved to approve the Schedule of Payments totalling £3,246.38 already circulated to Cllrs.

iii. Final precept for 2024/25 - Ref: 96
It was resolved to approve the final precept of £10,000

9. Parish Pump Distribution Map - Ref: 97
Cllr J Trafford to liaise with villagers to sort out a delivery rota.
10. Village questionnaire - Ref: 98

11. Defib maintenance - Ref: 99
It was discussed to decide whether to have a maintenance agreement with WLDC on both defibs at £106 (inc Vat) each for 12 months. It was resolved to apply for the maintenance agreement. Clerk to apply online.

12. Nat West Bank arrangements - Ref: 100
Due to the banking restrictions it was decided to look at alternative banks and the Clerk to report back to the next meeting
