                Minutes of the meeting of the Parish Council on Monday 14th September 2020

Present: Cllr J Smith, Cllr A Wilkinson, Cllr M Bodman, Cllr V Mason, and Ms Sue Harvey (Clerk)

A question was asked regarding the missing road markings since the resurfacing of the road.  It was commented that the double parking was becoming dangerous and one resident had nearly been run into.  It has been noticed that there are ongoing issues regarding parking and parents dropping off at the school.  It was suggested that a more authority person had a presence to manage the situation, although this could be raised with the school again.  The school currently have temporary classrooms and this has perhaps delayed the planned for providing more permanent parking. It was suggested that the teaching staff use the village hall car park to relieve the pressure from the main road.    Action: MB to contact police in Market Rasen initially, JS & MB to raise with the school.

  1. Correspondence

Tree cutting in Cemetery - Parish Clerk has been contacted by Russell Slatter (R.S Surveying limited) regarding work required in the cemetery where branches need removing from overhead power lines. The

contractor needs to know what period of notice is required from the Parish Council, so work can be planned and carried out.  This will involve an interruption of power.  Contractors also need permission to be on site and requests for appropriate working considered.                                                                                                                                                                     Action: VM to contact and arrange to meet Mr Slatter.

Parish Clerk also commented that branches were overhanging on the path at the back of the cemetery.

                      Action: Parish Clerk to contact Mr Hildred to cut back the trees over hanging the pathway.

 

Correspondence had been received from a parishioner, regarding the cycle rack project. Mr Streets has offered his experience of being a cycle user and has looked on the internet and found some cycle shelters and asked them to forward some examples to the Parish Council.  In addition, he has family who have the correct insurance and experience to do this work and may be able to quote for any necessary works.

Action: Parish Clerk to thank Mr Streets for his interest and update as to progress made regarding this project.

 

Anglian Water notification of roadworks from 14.09.20 – 18.09.20 in Washdyke Lane.

 

Chris Catton has contacted the Parish Clerk to notify that her Herbalist Business is closing due to retirement.  Information to be removed from the Parish website and village pump.

 

Contact from Leakes of Louth requesting permission to carry our repairs to a headstone in cemetery.  No date received as yet.

 

Information received regarding radar speed signs; prices requested.

 

Daniel Barnard (JB rural services) contacted the Parish Clerk outlining work that he would like to be considered for.  As there is a policy for tendering, of over £1,000, it was discussed to review the dates for renewal. 

 

Purchase order received - Contribution to urban safety cutting (minimum of three cuts per annum) for 2020/21 £504.51.                                                                                              Action: Parish Clerk to look into this.

 

  1. Financial Matters – ratification of payment schedules for September 2020

Payment schedule for September agreed and cheques completed. 

Action: JS & Parish Clerk to discuss pay scales provided by LaLC. 

                               

  1. Co-option of Councillors

Macheal Heavens was co-opted onto the Parish Council.  Documents to be signed as appropriate.

                                                                                Action: Parish Clerk to arrange signatures of documents.

 

  1. Discuss Grant Application from Marie Curie

Discussions were held as to the benefits of making a donation, given the support that individuals receive in the village through Marie Curie.  It was discussed that charities were targeting organisations as a result

of the Covid-19 situation.   The committee voted on a donation of £50 and held a further £50 in the budget to set aside for further donations to a nominated charity. Cheque to be raised and included in the October pay schedule.                                                                             Action: Parish Clerk to raise a cheque for £50.00

 

  1. Discuss review of Wayleave licence

Document is ready to be signed and will be posted this week.  Action: Parish Clerk to arrange for signature.

 

  1. Discuss Options and progress for new website

Parish Clerk and Machaela Heavens registered for online training on 8 September 2020, however internet connection issues prevented this from occurring.  Emails from other Parish Clerks continue to show confusion regarding the requirements for the new website, however, Pete Langford from Sudbrook Parish Council has offered support free of charge.  Initial meeting with Parish Clerk held on Sunday 13 September 2020 via Zoom to discuss key issues.  Pete will set up the format of the new website in the style of Sudbrook and a further support session has been arranged for Saturday 19 September 2020. 

Action: Parish Clerk to send out weblinks to councillors for Sudbrook’s website so they can see a completed site.

 

  1. Repair work to War Memorial and update on War Memorial garden

Quotes had been received from Draper Memorials and Leakes of Louth.  Grants are available which we can apply for which cover repairs to steps etc. All counsellors need to meet at the war memorial to discuss the vision for the future and a date of 18th September 2020 at 5.30pm.

A meeting was held with Mark and Mr Firth today to discuss the current situation regarding access and the landscaping. One of the original proposals was to provide disabled access to the back of the memorial.  The site is not part of a conservation area; therefore, it was proposed that the existing railings were used, cleaned etc. Mr Firth is prepared to give additional land to make a rectangle, which will be considerably larger than the original plan.  In addition, Mr Firth will also provide a hawthorn hedge and pathway.  The council will pay for the landscaping of the new area.  Mr Firth will mark out the area, so the council can see how this will look.  The council will need to adopt the land and may be able to source grants for the costs, but will have to absorb the costs if grants are not available.  Discussion was held as to the size of the land and it was agreed that meeting at the site would give clarity regarding this.  New plans would need to be drawn up and agreements regarding access for parishioners and Mr Firth.  It was agreed that the project has moved forward in recent weeks and potential costs to approximately £9,000 would potentially be incurred.                                   Action: Meeting to be held with Mr Firth to discuss proposal.

               

  1. Update on phone box on the village green

141373 PROPOSAL: 90 day consultation for removal of 17no. public payphones  - comments have been provided and included within WLDC website https://www.west-lindsey.gov.uk/my-council/have-your-say/consultations/current-consultations/removal-of-public-payphones/  Consultation has been extended until 22nd  September, WLDC are required to submit all comments to BT by 12th October 2020.  

MB has been in touch with BT regarding the light not working in the phone box and decoration of the phone box, however BT will not   consider this at the current time.

  1. Cemetery Extension

Counsellors felt it is necessary to extend the cemetery.  It is still unclear as to who own the land and it is believed that it is held in trust.  Other options were discussed including re-purposing of land already owned by the parish council.  It was agreed that Julie would follow up on the last letter sent to Walters estate agents.  It was also discussed that more cremation spaces need to be created.

Action: JS to contact Walters Estate Agents.

 

 

  1. Update of Sustainable Travel Grants for Local Councils – Cycle Storage

Parish Clerk had received communication from Mr Streets, who may be able to help with the project and is an interested potential user (see information above).

Alan has done a lot of work on this and options available were discussed. It was agreed that Alan would consider the options discussed, and budget available for the project.  Action: AW to report back to the council regarding costs and options.  

 

  1. To review Parish Council Risk Assessment

RA and DSE for clerk and PAT testing of equipment used. Risk assessments also need to be in place for contractors.  Checks also need to be carried out for the defibrillators and records kept. Action: Parish Clerk to review this and implement procedures and documentation of checks made.

 

  1. To review Standing Orders

It was agreed that the standing orders received would be adopted by the parish.

 

  1. To review Complaints Procedure

It was commented that some procedures need to be updated and IOC certificate also needs to be to uploaded to the website.                                                                                  Action: Parish Clerk to review.

 

  1. To review Council’s Procedures for handling requests made under FOI Act 2000 and

Data Protection Act 1998

It was agreed that the parish is in compliance with current legislation.
