OSGODBY PARISH COUNCIL
Minutes of the Meeting of the Parish Council on Monday 13th January 2020.
Present: -
Cllr Y Knibbs (Chair), Cllr M Bowley, Cllr A Wilkinson, Cllr M Bodman, Cllr S Masterman, Cllr J Smith, Cllr V Mason and Ms R Smalley (Clerk), Cllr S Bunney, Cllr L Strange.
Visitors: - 12 members of the general public.
Public Forum: - Started 19.30; Finished 19.55.
A Parishioner raised the issue of the parking of vehicles around the Nash Row and Mill Lane junction. Parishioner was advised that the highway code states that any parked vehicles should be 10 metres clear at any junction. The Clerk had previously been in contact PCSO and Highways who felt there was no issue. Clerk suggested leaving an advisory leaflet on vehicles.
Action to research other possible actions.
The parishioner also raised the issue of parking on the bend of vehicles at the Methodist Chapel pavement causes obstruction to oncoming traffic and pedestrians.
A Parishioner informed the council that the condition of the path going from the playground to Main street is very poor due to the lack of sweeping of fallen leaves. Cllr Knibbs confirmed with Cllr Wilkinson that the path is the responsibility of the Village Hall Association.
Action Cllr Masterman was asked to raise the issue at the next Village Hall Association Meeting.
The condition of Lincoln Lane has once again been raised. A detailed letter was sent to Highways and Cllr Lewis Strange had also emailed the Highway team on the parish council’s behalf to request they complete all the potholes with. Cllr Mason suggested asking highways to close the road due to safety if they are not dealing with it quickly enough.
Action Clerk to contact highways and Cllr Strange to check progress.
The ongoing issue of dog waste on Lincoln Lane and now on Kirk Hill have been raised the Parishioner. They were informed that photographic evidence is required to proceed with prosecution and that they should report any evidence to Simon Smoothey at West Lindsey District Council.
A Parishioner raised the issue of vehicles speeding at the Lincoln Lane end of the Village again.
The Parish Council meeting convened at 19.55 pm.

2. Chairman’s and Councillor’s remarks
Cllr Knibbs inform the meeting that the road works at the junction of Low Road and A46 are due to a major drain has collapsed. Also, the ditch in front of Almondbury, Low Road is being cleared by the developer. Cllr Knibbs had received an anonymous call during the Christmas break, she would like to remind parishioners that it is not acceptable to telephone, email or send letter anonymously as action will be taken for complaints or issues
Cllr Knibbs sent a letter to the Planning Committee Chairman after she attended the Planning Committee at Gainsborough in December where she felt that WLDC Planning Committee did not accept the council’s objection to an additional dwelling on to an existing site exceeding the maximum of four as in the Osgodby Neighbourhood Plan.
Chair advised that as the Central Lincolnshire Plan is currently under revision; will the Neighbourhood Development Plan have a requirement to be revised; a parishioner asked would the Council wish to use the previous Steering Group.
The online banking with NatWest has been put on hold. Nat West are piloting an account for Parish and Town Councils which will be better suited for our security needs

4. Reports from District & County Councillors, Police and the Village Hall, if present.
District Councillors Cllr Bunney informed the meeting that Ian Knowles is the new Chief Executive of West Lindsey District Council. The Gainsborough Crematorium is now open and operational. The Police Commissioner is holding an open consultation so general public are able to have their voices heard at ttps://residentslincscrimeandpolicingsurvey.questionpro.com/
Cllr Bunney was pleased to inform the meeting that for the third year running, the cost of the Green Bin Waste service in 2020 will remain at £35 per bin.
Cllr Bunney was not aware of any further developments concerning North Moor Farm Planning Application 139649
Police – statement sent from our PCSO; Market Rasen Police would like to invite a nominated member of Osgodby Parish Council to attend a panel meeting at Market Rasen Police Station on Monday 10th of February at 18:30hrs. The Community Panel meeting is intended for us to gain your local knowledge, experiences and what your council deem to be your local Policing priority. The Market Rasen Neighbourhood Policing Team will be present and will answer any questions that you have. We feel this is an ideal opportunity to discuss any ideas, initiatives or indeed any areas of improvement that can be implemented within our communities.
Village Hall Cllr Masterman informed the meeting that the play equipment had been inspected and all faults had been rectified. Events to be held at the village hall are as follows;
- 31 January 2020 – Bingo 7.30pm
- 15 February 2020 – Valentine Dance £10 per Ticket 7.30pm
- 21 March 2020 – Panto Sketches and Music
- 10 April 2020 – Bingo 7.30pm
- 13 June 2020 – Village Fete 12 noon – 4 pm Volunteers required

- Village Foot paths are continuing to be cleared Kirkby to Kingerby is completed, Low Road has been started and Kirk Hill will also be cleared
7. Planning Matters
Cllr Knibbs informed the meeting that a separate Planning meeting will be held on Monday 20th January to discuss

PA 140433 Wold View Fisheries Pelham Road Claxby Market Rasen LN8 3YR
PROPOSAL: Full Planning application to retain 1no. 3 bed holiday lodge, 7no. touring van pitches, fishing lake, internal access road and car parking.

- E-mail from Parishioner in Kirkby regarding flooding and poor road drainage on Kirkby Main Street and Owersby Bridge Road.
Action: Already reported to Highways and Clerk to research quote from Boyles

10. Discuss, resolve and sign the Precept (£7,660) - unanimous agreement. Cllr Knibbs signed document.

11. Discuss & Resolve Village Hall Defib Electricity Donation.
The running costs are £10.00 per annum to power the Defibrillators Cllrs Knibbs proposed a donation of £10 to be made to the Village Hall and Kirkby Home Owner where Defibrillators reside - all Councillors were in unanimous agreement.
12. Discuss Sustainable Travel Grants for Local Councils – Cycle Storage.
Cllr Knibbs stated that the aspiration for a cycle store was raised in the Neighbourhood Development Plan via the NDP Public consultation. Cllr Knibbs proposed proceeding with the Grant Application which is due in on Friday 17th January 2020. All councillors were in agreement to continue the application.
13. Discuss War Memorial Extension.
The WLDC Planning Enforcement Officer has confirmed that the extension to the war memorial was a conditional part of the Planning application and that it has to be completed by the owner. Cllr Knibbs will be contacting Planning Officer to gain update
