Minutes of the meeting of the Parish Council on
Monday 12th October 2020, 7.30pm

No comments to make.
- To receive declarations of interest in accordance with the 2011 Localism Act
Nothing to include.
- Reports from District & County Councillors, Police and the Village Hall, if present
No reports received. Some people have been using the hall for Yoga and is available for the Parish council to use if required.
- Minutes of the last meeting on 14th September 2020 to be approved
Approved and accepted.
- Planning Matters
141718 – new garage & storage, Old Mill, Usselby – granted
141448 - 8 dwellings Kirkby – A response has been complied and circulated for comment, all agreed with comments made and this can be sent to WLDC. Action: Parish Clerk to forward response to WLDC.
140977 – Extension to Clinton Villa, Kirkby – awaiting feedback from councillors following revision of plans, so that the response can be sent.
School classrooms – response sent and letter of support to be sent.
The Parish Council discussed how responses are sent and the timeliness of this. It was confirmed at a recent Councillors training, due to Covid restrictions, the Parish Clerk has the authority to collate responses via email or zoom.
Action: Parish Clerk to ensure response dates are included on forwarding of information to councillors.
- Correspondence
Public right of way (path 90) currently closed, due to bridge collapse. Closure notice received until April 2021 and forwarded to councillors.
Right to contest survey – circulated, completed and sent. Any member of the public has the right to contest land owned by the council which is underused, or not used. Which could be brought back into use – formerly the Community right to reclaim land. Survey wanted to know what land was owned by the Parish Council and what the land was used for. Parish Clerk completed the survey.
Wolds outdoor festival – planned event May 2021 – circulated.
Way leave license – has been signed and returned. Action: Cllr Bodman to sign
- Financial Matters – ratification of payment schedules for September 2020

Parish Clerk pay & expenses
Marie Curie donation £50.00
All payments agreed. Action: Parish Clerk to arrange for appropriate cheques to be signed.
- Discuss progress for new website
Ongoing. Parish clerk as added some items, which Peter Lanford has checked and re-ordered as required. Parish Clerk hopes to be able to make substantial progress during half term week – able to focus more time. Action: Parish Clerk to continue to update on progress.
- Update on repair work to War Memorial and update on War Memorial garden
Crll Bodman has received communication from Mr Firth which has been circulated. He has made contact with his solicitor to make the transfer of land as agreed. Quote for landscaping has been received and other interested parties are to be approached to be invited to submit quotes for the required work.
Action: Cllr Bodman to provide further update at the next meeting.
- Update on cemetery Extension
Parish Clerk reported that there were 4 remaining cremation spaces available as all other spaces are either occupied or have been pre-purchased. It is estimated that further spaces would be required within the next 5 years. Discussions were held regarding the provision of further spaces, which would present no issues.
Cllr Smith has been continuing to look into who owns the land identified for expansion of the cemetery. Having spoken to a representative from Perkins, the land is in the name of trustees, and Cllr Smith has been given the name of someone who may be able to pursue this further. Cllr Smith will further update the council at the next meeting.
Cllr Bodman met with Russel from AMY who are appointed to carry out the work on the overhanging trees and discussed planned works regarding the timescale for this. A date will be provided for the planned works, which will also include interruption to the electricity supply to the area.
Parish Clerk has also asked Mr Hildred to ask him to look at the overhanging branches around the path and to have a good tidy up. It was also agreed that the gates would be repainted in early 2021.
- Update of Sustainable Travel Grants for Local Councils – Cycle Storage
Cllr Wilkinson updated the committee regarding the provision of cycle storage units and provided examples for options. As a concrete base is required before siting of the units, it was agreed that local builders would be invited to provided quotes. Parish Clerk identified those that may be interested and will ask them to contact Cllr Wilkinson to discuss what is required. Action: Update to be provide at the next meeting.
- To discuss speed restriction signage for the village
Discussed what provision is already in place, however this is limited to fixed signage. It was commented that a lot of villages now have speed restriction signs/warnings in place. It was agreed that it is a good idea, however it is costly with the most appropriate positioning of signs being having one at each end of the village. It was further commented that there are no warning signs to indicate there is a school in the village. Action: It was proposed that this is taken forward to the next meeting for further discussion.
- To agree pay scale for Parish Clerk, provision of new laptop and hard drive
The council agreed the hourly rate of pay for the Parish Clerk to be £10.01 per hour, with reviews every year in connection with pay scale reviews. Provision for a new Laptop & Hard drive were discussed and agreed. It was noted that £400 had already been set aside in the budget towards this. Action: Parish Clerk to look into cloud storage, or look through LaLC for storage and laptop provision.
- To agree the continuation of meetings remotely and continuation through Zoom
It was discussed and agreed that the Parish Clerk collates responses via email to planning applications and forwards to WLDC and a record of this kept for reference. The cost of Zoom licenses was reviewed, with cost of Zoom for meetings for 12 months being approximately £119.00. However, it was suggested and agreed that members of the Parish Council set Zoom meetings up on a rota basis, so as to maximise the unlimited sessions per person before purchasing licences. Action: Cllr Heavens will arrange the next 2 meetings.
- Broadband – rural network community project
Discussions commenced regarding the quality of broadband in the area and steps which can be taken to survey parishioners regarding broadband speed. Action: to be carried forward to the next meeting for further discussion.
- Remembrance Sunday arrangements (8th November 2020)
Parish Clerk notified the meeting that the Poppy Wreath has arrived. It was agreed that, under the current restrictions, those who wished to attend the Remembrance Sunday event could do so, with appropriate measures in place. One parishioner will be at the event to play the last post and Cllr Bodman will read an appropriate tribute.
- Test and trace app
Information had been circulated regarding the Test and Trace app, however following discussions, it was agreed that the steps required for this would only be appropriate to Parish Councils that have control of Village Halls, or other amenities.
