Minutes of the Meeting of the Parish Council on Monday 9th March 2020
Present: - Cllr Y Knibbs (Chair), Cllr M Bowley (Vice Chair), Cllr A Wilkinson, Cllr S Masterman, Cllr V Mason and Ms R Smalley (Clerk)
Visitors: - 7 members of general public
Public Forum; - Started 19.30 Finished 19.56
Multiple Parishioners from Mill Lane, Osgodby raised concern regarding the planning application. They felt that it is was not a brown fill site and is outside of the settlement. They also felt that the plans were not a true representation of the area. Cllr Knibbs advised them to record their concerns with West Lindsey Planning Department and that the Council would be requesting an extension to the planning response deadline and that Osgodby Parish Council will be making a statement to the Planning department also.
A Parishioner voiced that the cost of the development of the Neighbourhood Plan was extensive.
A parishioner once again raised concern over the parking of a 4 X 4 at the Mill Lane Junction in Osgodby village causing a visual obstruction and potential risk of collision.
A parishioner commented on how much the footpaths had improved since work had been carried out on cutting back the overgrown grass.

Cllr Knibbs has been busy in communication with Planning and the Parish Charter Consultation.
Cllr Bowley – Fly tipping in Usselby Layby, particularly in the beck which is now causing flood risk. The Layby has also developed in to a seedy area for cars to stop at night, this may be due to the layby being sheltered by shrubs and trees. Action Cllr Bowley & Cllr Knibbs to draft a letter to LCC Highways and West Lindsey District Council

- Clerks Report on matters outstanding
Parish Clerk has been unable to register for the Hewlett Packard Instant Ink. The Clerk explained that to register she would need a parish debit card as it was done with the switch number and not the bank account number and sort code. It was agreed that the debit card should be applied for.
Clerk to gather photographic of tarmac around manhole covers evidence and report to LCC fix my street website.

West Lindsey District Council are in the process of applying for funding towards a double 22kw fast Electric Vehicle (EV) charger to be installed at the new dry leisure centre in Market Rasen. This EV charger will be available to be used by residents both day & night. As part of the grant funding process they are engaging with residents to gather as much evidence as possible of demand and find out residents’ thoughts on if they believe this would be a good addition to help towards future proofing the town.

- Discuss rental contracts and rent increase 10 %
Rental Top Road land current rate £300 per Annum (with 10% increase £330)
Rental of Sand Lane land current £225.00 per annum (with 10% increase = £247.50)
Cllr Wilkinson proposed the 10% increase to land rents this motion was second by Cllr Mason. Cllr Bowley suggested an annual increase in line with inflation, it was felt that this required further research. Action Parish Clerk to notify tenants in writing
- Update of Sustainable Travel Grants for Local Councils – Cycle Storage
Cllr Knibbs informed the meeting that the grant application had been successful and that we would receive £3,500 from LLC to support the development of the 3 cycle storage units on Low Road, Osgodby near the A46 Junction. Cllr Knibbs has organised an on-site meeting with Highways. Cllr Knibbs and Cllr Bowley signed the LCC Agreement.

- Update and discuss War Memorial Extension
Cllr Knibbs has been contacted by Mr Firth regarding the halt to the land transfer (due to the misrepresentation of size ) that was agreed by the council at previous meeting on 9th September 2019.
Cllr Knibbs and Cllr Wilkinson attended an on-site meeting with Mr Firth where he informed them that the originally agreed amount of allocated land had been pegged out (5.8 metres from the War Memorial). Mr Firth then informed the council that he wished them to continue with the land transfer so that the council could pay for the fencing and landscaping of the proposed War Memorial Extension as according to the planning consent this must be completed by the owner of the land.
