Minutes of the Meeting of the Parish Council on Monday 10th February 2020

 

Present: - Cllr Y Knibbs (Chair), Cllr M Bowley (Vice Chair), Cllr A Wilkinson, Cllr S Masterman, Cllr V Mason and Ms R Smalley (Clerk)

 

Visitors: - 5 members of general public including Cllr S Bunney

A Parishioner through the parish clerk raised the issue of tarmac breakdown around manhole covers in Osgodby Village. Action Clerk to gather photographic evidence and report to LCC fix my street website.

 

It has been generally felt by parishioners that the contractors have done a good job of clearing the footpaths in the parish. Cllr Knibbs asked for a letter to be sent the contractors thanking them for their work. Action Parish Clerk

 

A Parishioner would like to ask permission to metal detect in the two horse paddocks owned by the Parish Council. The Clerk advised that as both paddocks are rented to tenants that it would be up to them as they have livestock in them. Cllr Knibbs asked the parish clerk to contact them with the request. Action Parish Clerk

 

Cllr Wilkinson raised the cost of the Parish Clerk printer ink and suggested registering for the Hewlett Packard Instant Ink. The Clerk explained that she had looked in to this and that to register she would need a parish debit card as it was done with the switch number and not the bank account number and sort code, but was happy to try again

  1. Chairman’s and Councillor’s remarks: -

 

Cllr Knibbs has been in contact with LCC Highways regarding the extension to Low Road footpath and has organised an on-site meeting with Ben Attridge. She has also been in contact with West Lindsey District Council regarding the Kingerby Ancient Woodland that is to be renovate along Top Road as it has grown over the ditch, verge and road area. This action has been instigated by LCC Highways working with Happy days farm.

 

Cllr Knibbs has reviewed the central Lincolnshire plan and advised all councillors to be aware of it

District Councillor: - The Market Rasen Leisure Centre site is on target and will be opening in June 2020. There will be roadworks on the A46 at Welton as construction will start on their new roundabout.

  1. Correspondence

 

Pre purchased Burial Plot request for parishioners’ rate of for a local gentleman as all his family are in Kirkby cum Osgodby Cemetery. The gentleman lived here as a child and has always lived locally within the area. - The parish clerk advised that a precedent had been set. A parishioner’s daughter; whom although currently out of the county was planning to move back; As she has family in the cemetery, she was given a parishioner rate. All Councillors were in agreement to provide the parishioner rate to this gentleman.  Action Parish Clerk to notify individual

 

Lincolnshire Lowland Search and Rescue donation request – Councillors declined donation as it would not benefit the village.

  1. Discuss and sign Highway Grass Cutting Agreement 2020 – 2021

All councillors in agreement, Cllr Knibbs to sign document

  1. Discuss the Neighbourhood Plan Aspirations and the need to review current Neighbourhood Plan

 

Cllr Knibbs stated that the Osgodby Neighbourhood Plan should be reviewed due to issues regarding planning applications that need to be clarified. Cllr Knibbs will look into grants in relation to this. Stephen Chester has offered to help with the review of the neighbourhood plan as he was also on the original steering group.

 

 

  1. Discuss & Resolve Speakers for the Annual Parish Meeting

 

Cllr Knibbs felt that early marketing for the Parish meeting would improve numbers on the day. Cllr Knibbs suggested asking a planning officer from West Lindsey District Council as a speaker, Cllr Bunney advised that Russell Clarke would be the person to ask. Cllr Knibbs suggested shortening the time speakers had and encourage them to have displays around the village hall. The usual speakers are to be asked; Pegasus nursery, Osgodby Primary School and Local PCSO. Cllr Bunney advised that Inspector Gail Hurly is overseeing PCSO’s in the area.

 

 

  1. Update of Sustainable Travel Grants for Local Councils – Cycle Storage

 

Cllr Knibbs informed the council that we are still waiting to hear back from Lincolnshire County Council regarding whether we have been successful regarding the grant application. Cllr Knibbs will follow up

 

 

  1. Update regarding War Memorial Extension

 

The building of the dwelling and garage are still in progress and no landscaping has started around the War Memorial. The situation will continue to be monitored.
