May 2024 DRAFT Minutes Annual Parish Meeting

OSGODBY PARISH COUNCIL

Minutes of the Annual Parish Meeting held on Monday, 13th May 2024 at 7.30pm in the Village Hall.  

Present: Cllr J Trafford (Chair), Cllr A Boyles, Cllr A Wilkinson, Cllr K Fox, Cllr S Slawson and Cllr l Brown

In attendance: Mrs M Williams (Clerk)

Police attendance: PC Simon Percy & Sgt Richardson

Members of the public present: 10

1)   Apologies for Absence - Ref: 1

Cllr S Bunney LCC/WLDC - Apologies were received as the Annual Council meeting of West Lindsey District Council is being held on the same night.

2)   To approve minutes of the Annual Parish Meeting held on 15th May 2023 - Ref: 2

The minutes were signed as a true record.

Resolved: To approve the draft minutes.

3)   Chairman’s report - Ref: 3

The Chair welcomed everyone to the meeting and thanked all contributors to tonight’s meeting. Thanks were given to the Councillors and Clerk for their support received throughout the year.

Other issues throughout the year included:

a)   Completion of War Memorial site

b)   Plans to extend the cemetery were to be looked at in the next year

c)   Extension fo the internment of ashes graves were completed

d)   Gigabit scheme is progressing after a challenging start

e)   The questionaire last year is to be looked at to see how the answers received can be moved  forward

f)   Thanks were given to Macheala who edits the Parish Pump and to Julie who distributes it to the many volunteers who deliver the magazine throughout the parish. More volunteers are required.

g)   Members of the parish are encouraged to attend meetings or email with their concerns.

h)   The Parish Council works with the local District and County Councillor to raise awareness of issues in the parish. 

4)   Report from Osgodby Primary School - Ref: 4

The report was read out by Cllr Trafford.

a)   Areas for development this year were, science, writing and personal development.

b)   The school offers extra-curricular clubs - football, multi-sports etc

c)   Sports opportunities - the school has achieved the Sainsbury’s Games Gold award 7 years    running

d)   The children continued to perform well in their end of key stage assessments last summer.

5)   Report from the Village Hall Committee - Ref: 5

The report was read out by the Clerk

a)   Various activities have taken place over the year including 3 bingo’s, 2 litter picks, 2 tidy up days and a fashion show in April 2024 which raised £350. Future events are the summer fete and fund dog show on June 8th 2024.

b)   The 100 Club currently has 84 members

c)   Alistair Williams and his team continue to keep the playing field and play area tidy. The roadside hedge will be cut Sep/Oct 2024 hopefully

d)   The mole man keeps the moles at bay but is unwell at the moment but will be back as soon as possible

e)   Dog fouling is still a problem on the playing field with dogs running freely. It may be that all dogs should be kept on leads and provide new signs

f)   The hall continues to be well used with regular bookings

6)   Report from Pegasus Childcare Nursery - Ref: 6

The report was read out by Cllr Trafford

a)   The breakfast club hours are full Tuesday, Wednesday, Thursday and there is a waiting list. 12 children are leaving to go to big school. Various activities have taken place such as - going for walks etc

b)   Fundraising has taken place including Easter Egg Challenge around the village and a Sponsored Egg rolling. All money raised will go to the experiences for the children

c)   The Summer fair will be on Saturday 13th July 2024 at the Village hall. All are welcome

7)   Report from District/County Councillors - Ref: 7

The report was read out by the Clerk

a)   Priorites over the next year will include ensuring that the rural areas are not ignored and grant money is widely distributed and not concentrated on the main centres of population. 

b)   Walesby update - survey to be done to see if there is a blocked culvert. Road resurfacing is taking place at Walesby Grange, Rasen Road (Caravan Site)

8)   Report from Market Rasen Police - Ref: 8

a)   There was a substantial reduction in police presence  as PCSO’s were now stationed at Gainsborough. 

b)   The Market Rasen office is open during office hours

c)   Responses are prioritised due to importance of the nature of the incident

9)   Open Forum - your opportunity to ask questions and to raise any other matters of interest. - Ref: 9
